Musical Event
The Oxford Welsh Male Voice Choir, conducted by Richard
Christopher with soloist Beverley Cook sang in concert at St. Andrew's
church on Saturday 29th April, and were followed by refreshments.
Their varied programme was very much appreciated, and we hope they
will come to Sandford again.
Meeting point
Good-value lunch etc. in the Village Hall at 12.30 on Fridays 14th July,
(not August), 8th September: all welcome.

Loyalties
Not long ago when asked 'What religion?' in the army or hospital, most
said C of E even if they couldn't tell a chasuble from a chancel. That was
fair enough as the Church of England aims to provide 'a house of prayer
for all the people' even if they didn't pray there very often. They were
and are all invited to bring new-born babies for blessing - a kind of
Thank You for safe delivery - and to have marriages blessed, and to say
last Farewells. And at least to attend a house of God at major Festivals.
The invitation stands, and with it a system of values, meanings, hopes.
Most older people still feel some residual attachment to it, even if they
keep it private. Loyalties persist where good foundations were laid.
Some countries still think foundations important. In Germany
most of the population pay their 'church tax' to maintain Catholic and
Protestant churches, and insist on the highest standards of religious
education in state schools. The tax is voluntary but surprisingly few
dodge it (by getting buried on their wife's membership). Most children
get confirmed by their local vicar or bishop as a 'rite of passage', bribed to
take two years of confirmation classes by families who want them to be
taught the basics even if they never practice a religion. In Britain we
leave it to individuals, and most don't bother. It will take time to tell
whether casualness about religion leads to moral casualties.
Religious loyalties are a matter of individual character and link us
to wider communities and a historic past and hope for the world.
However weak or strong our faith in God we stand in a tradition and
most of us were dipped into it when brought to baptism. Some learn to
swim in it and live in it, others get out quick, finding it too cold (or too
hot). Some learn the language, others have different priorities. It takes
time, and time is in short supply, and commitment even harder to find.
Last month four couples made the biggest human commitment possible
- to spend their lives caring for each other for better or worse, for richer
or poorer, in sickness and in health. I wondered how anyone dares to say
such things without being rooted in something bigger, and promised the
help of a Power beyond ourselves, and attracted to a goal that gives our
lives their pattern. Seeing them do it was a chance to ask myself again
what I can live by and how much I wanted to share it. Watch this space.
And expect a visit from an old or a new vicar.

has been developed by the County
Council which offers stays away in
family homes for elderly people
who need care, or for adults with a
learning difficulty or physical disability
or who need support following a
mental illness. The homes can offer
day care as well as short stays, and
might be useful as pleasant,
non-institutional respite care.

Distinguished Sandfordian
Sue Norton, of Henley Road, has become the latest Sandfordian of
distinction by coming 2nd in the country in a British Triathlon
Association event - i.e. running, swimming, and pistol shooting.
Awe-inspiring stuff.

Refuse skips
for the use of villagers will be sited at Kiln Park on the weekend of the
23rdJune, and on the 18th July, the 15th August and the 20th
September.
The Village School
Education in the village appears to have had a fragile beginning. The
small population stood at 193 in 1821, of which perhaps one third would
have been children. By October 1924 the Revd Peter Hansell, then
curate in charge of Sandford, stated that he wished to hold a Sunday
school 'because the present room was too small' and had to be hired from
the school mistress who made regulations as regard to its use. Evidently
this was some form of Dames school already existing, which in 1854 is
described as 'unsatisfactory', receiving teaching from the Dames son.
This is generally thought to have been a small cottage which once stood
on the corner of Church Road and the London road. However, as the
school is described as a mixed day school with 40 scholars it is somewhat
doubtful that the cottage could have held this number, and would
suggest that the present Peacock cottage is a likely candidate for this
early Dames school.
On December 1829 Hansel was still pursuing his intent of
bringing a permanent and substantial school to the village, with an
application for a grant from the National Schools Society* towards the
building of a Sunday school which he hoped would lead to a weekday
school. A site had already been granted by the Duke of Marlborough,
the lord of the manor, at a quit rent of 2/6 per annum. It was also
proposed that the building was to be built of sandstone dug in the parish,
floored with square brick and roofed with common blue slates. There
also was a hope of attaching a small cottage or room for the mistress to
sleep in.
In the event it appears that the local stone was found unsuitable,
or that suitable sand stone had been worked out. The local building
stone was in the main coral rag stone and examples of its use in building
can be seen in the church wall and the two cottages opposite, known as
Allins cottages. A ready alternative was still to be found in the parish in

abundance, in the form of brick clays, a substance that had been used in
the parish since Roman times.
What follows may be pure speculation, but what was eventually
built as the first school is probably the small brick building at the rear of
the present and later building, built of hand made bricks probably dug
and fired locally (see Kiln piece). A date stone recording 1868 was, I
suggest, to record some modification of this building - 1860 has been
suggested as the actual building date, followed by further extensions in
1868 and 1905. These later buildings were built of a dressed lime stone
found outside the parish.
The accommodation in 1887 was for 70 children, which by July
1910 had risen to 110.

Recent minutes
Minutes of the meeting held on Monday 6th March at 7 p.m. in the
Village Hall, at which six members were present.
The minutes of the previous meeting were taken as read and passed.
There were no matters arising and no correspondence.
Location of skips 1995/6. List of dates and location in Link and on Parish
Council Notice Boards for information.
Matters for consideration
Village Hall extension. The project has been put on hold for this financial
year as there are no County Council grants available. However
fundraising etc. will continue.
Burial Ground. The Clerk was instructed to proceed with the purchase
of the land from Magdalen College for use as a burial ground.
Local Council Administration. Deferred.
VE Day arrangements/celebrations/events. It was agreed that the Parish
Council would mark this occasion with a service, bonfire/beacon and
refreshments in the Village Hall. A sub-committee was formed (Mr
Leary, Mr Norton, Mrs Hutton) to organize the event.
Unauthorised mooring. The Chairman reported that a boat had been
moored on the wharf site and that he had asked the owner to remove it
immediately. This had now been done.
Environmental Protection Act 1990 - licensing waste disposal and
treatment facilities. For information.
Highway Maintenance - weed control. No action to be taken by the
Parish Council.
South Oxfordshire Spring Clean. Noted. Notice to be put in Link.
National Lottery Funding from the Sports Council and the Millennium
Commission Paper I. Deferred. Chairman asked Councillors to consider
projects which would benefit from this fund.
Bus Service 105 - Oxford, Wallingford, Reading. Paper II. Noted.

Kings Arms Sign Post in Recreation Field. Clerk was instructed to write
to Herbert Smith. Parish Council unwilling to enter into any agreement

Road including three roundabouts. Deferred to April meeting.
P95/W0088 Sandford Lock - Installation of one electrical
control cabinet and four 1M high bollard lights adjacent to footpath (in
conjunction with new underground power supply line to weir). No
objections.
P95/W0083/AG Heyford Hill - Erection of building for
storage of farm and garden machinery, logs, hay, straw, etc. No
objection.
County Councillor's Report. Mr Stevenson informed the Parish
Council that the County Council budget had been set. Schools should
not be badly affected if properly run. There would be a new charging
system for residential care etc. - much fairer system, and improvements
in mental health. The sufferers would be highways, Village Hall grants,
Arts and Leisure.
With regard to local issues: Sandford would not get a grant for the village
hall extension this year. Bus service 105 Reading to Oxford - Mr
Stevenson has written to both bus companies.

Proposed Burial Ground. Paper VI. Chairman reported that he had
written to Magdalen College to say that the Parish Council were now in
a position to proceed with the purchase of land for a burial ground and
that the Clerk had applied for Change of use.
Tree planting scheme. Paper VII. It was proposed that three oak trees be
planted in the recreation ground along the Henley Road boundary.
These are to commemorate VE Day, and retrospectively, the Queen's 40
years on the throne, and in memory of Joyce Rolston.
Heyford Hill Lane - adoption of open spaces. The Chairman reported
that he and Mr Rudman had met with Mr Jacques on site and it had
been agreed that
the Parish Council should go ahead with the adoption of the two areas.
Repairs to Kissing Gate - Recreation Ground. Mr Rudman. The Clerk
said that she would chase up the County Engineer's Department.
Flooding. Mr Rudman. The Clerk was instructed to write to the
County Engineer's Department.
Litter Bins for Heyford Hill Lane and slip road to Grenoble Road. Mr
Rudman, Mr Judd. The date for requests for free litter bins had expired
but these locations would be considered next time.
Slip Road opposite Garage (Name?). Mr Rudman. The Clerk was asked
to investigate this with the County Archives.
Grenoble Rd. Mr Rudman, Mr Judd. Deferred at request of Mr Rudman.
Community Service - decorations/repairs to bus shelters, railings, etc.

VE Day Celebrations - Update. Mr Leary. The Chairman reported that
the hall and bar had been booked and arrangements had been made for
Revd Stephen Pix to conduct a small service (Robert Morgan being out
of the country on that date) and a bonfire would take place in the
grounds of the village hall. Mrs Shepherd said that Hutton would like to
arrange a children's party. Other suggestions were memorial plaque in
new extension and planting of an oak tree in the recreation field.
Dog notices. The Chairman reported that a note had been put in the
Link and requested that new dog notices be erected at all entrances to
recreation areas. The Clerk was asked to investigate the possibility of a
new byelaw and to obtain quotations for the dog notices.

Village history update. Mr Leary. The Chairman reported that Mr
Crickmay was firing ahead with the preparation of material and had
requested a meeting with the Chairman and Clerk to go over the basics.
Temple Farm. The Chairman reported that he had written to John
Gummer in respect of Temple Farm requesting that the application is not
called in and that planning permission is granted forthwith.
Planning
Oxford Stadium - update. The Chairman reported that he had written
to Councillor Christian and John Gummer.
Minchery Farm - short term annual storage for road chippings.
Objection. Environmental impact, noise, traffic.
95/00066/GF Grenoble Road. Completion of Grenoble
Road including three roundabouts. Objection. Traffic, rat race between
A4074 and Watlington Road. Access for Sandford Brake Farm?

The Parish Council had no objection to the loft conversion in principle
but was concerned that the dormers to the rear of the property would
set a precedent. These are not in keeping with the property or other
architecture on the estate and could be seen from the public highway.

Matters for consideration
Parish Council Election. The Clerk reported that there would not be an
election, six members of the Parish Council were elected unopposed. Mr
Norton had inadvertently forgotten to return his nomination papers and
a vacancy, therefore, existed. This would be advertised in the normal
manner. Mr Norton had confirmed that he wished to be considered.
VE Day Celebrations. Notices would be prepared and posted in the
village. Chairman confirmed that the bonfire, bar and service were in
hand. Mrs Hutton reported that she had decided not to put on a
children's party in the afternoon, due to other functions locally.
National Lottery Funding from the Sports Council and the Millennium
Commission. Paper I. Deferred.
Annual Subscription OALC and Local Council Review. Approved.
Membership to the Open Spaces Society. The Parish Council would not
join this Society.
Quotations for Road Signs. Lower Farm A4074 - 2 no. warning signs
with sub plates indicating Farm access, together with posts £192.00 plus
VAT for each assembly. Village Name Plate Signs - 2 no. signs with
Sandford on Thames with Please drive carefully underneath plus
supporting posts £207.00 plus VAT for each assembly. Clerk to seek

guidance on siting of new signs. Clerk to seek confirmation that the
County Council would adopt the signs and take full responsibility for
maintenance, etc. Note: reply from County Engineer's Department:
'not possible to agree to the erection of Children Playing signs in
Heyford Hill Lane and also Pedestrian crossing signs where the footpath
crosses the road near the Science Park roundabout.'
Proposed Football Stadium. Nothing to report.
Local Government Review. For information.
Request from Village Hall Management Committee for contribution
towards expenditure. Clerk to write to Mr Gladwell pointing out that the
contribution made by the Parish Council is not an 'annual contribution'.
There is no allocation for 1995/96. However, funds are available from
previous precepts and the Clerk was asked to send a cheque to Mr
Gladwell in the sum of £1,000. This leaves a balance of £2,000 to be
drawn upon as required.
