New priest for Sandford

On the second Sunday after Easter (17 April) history was made when the Bishop of Oxford ordained the first women priests in this diocese at Christ Church, among them the Reverend Mary Parsons, for many years deacon and chaplain at the Old Radcliffe and Churchill, to serve at St Andrew's, Sandford-on-Thames.
Representatives of the parish and old friends from the hospitals were present and two assisted the Bishop in the laying on hands. The parish welcomed her both in church and at an ordination lunch (for which again many thanks to Mrs Harris, Mrs Cook, Mrs Pitson, Mrs Smith, Mrs Andrews, Mrs Gladwell and Prue).


Lewis Carroll Sunday

Older church-goers will remember that Lewis Carroll (ne Dodgson) preached his first sermon in Sandford in early June 1862, in memory of which a group traditionally walk from Christ Church (where he lived, and also Alice) along the towpath to Sandford, starting at 4 p.m. and arriving in time for clean-up and Evensong at 6.30. The sermon then deals with aspects of Alice's religious thought ('The Alice Sermon').
This year's preacher lives in Tom Quad, Christ Church, the Regius Professor of Moral and Pastoral Theology, Canon Oliver O'Donovan. Most of us will miss the walk but meet up in church, where the service is unchanged from Victorian, indeed Elizabethan times, apart from some more modern hymns.
D-Day will of course be observed with proper solemnity also on that day at the 8 a.m. service of Holy Communion and the main service of the day at 10 a.m., when silence will be kept in memory of those killed.

Rest in peace

Charlie Jones 10.12.1920 - 10.2.1994
Mr Jones of Cabora Bassa, Church Road, died in hospital in February, aged 73. He and Dorothy married in 1944 and moved to Sandford when their house was built in 1973, while still running Blackbird Fisheries, having formerly worked as a chef since leaving the RAF after the war. Originally from Wantage he soon became an active member of this village and the country club, serving on the village hall committee, and in 1986 he became Church Warden at St Andrews, succeeding Mr Pitson.

As Vicar's Warden to three vicars, who all took part in the funeral in church, he knew how to smile at their advance views and keep the local church on an even keel, opening up in the mornings, preparing the altar, ringing the bell, reading Old Testament lessons, warmly welcoming visitors, exhorting back-sliders, selling raffle tickets and potted plants, cooking each month for Meeting Point.

He insisted there should be a collection at his funeral which was attended by more friends and brothers than there were seats, and the £800 donated has been used to pay for the new stone cross he wanted replaced on the church roof.
The annual meeting resolved to make this his memorial in stone - while remembering in our hearts all he was and did. Our warmest sympathies to Dorothy, and to 'my girls' as he called them: Heather, Judy, Diane - and their families. His ashes are where he wanted them.


Geoffrey Crickmay 22.9.32 - 21.2.1994
A large congregation gathered in church on St David's Day, to say farewell to Geoffrey and commend him to the love and mercy of Almighty God. A familiar figure, with his brother and carer Bob, at their gate in Henley Road, the first house in the old village, he will be missed. He was a faithful attender at Evensong until his health began to fail and was briefly ill before dying in hospital. Our sympathies go to Bob in his bereavement and gratitude to him for all he has shown us about brotherly. love. Geoffrey's ashes were placed in the churchyard with prayer and affection.

Rest eternal grant unto them, Lord,
And let light perpetual shine upon them.

Easter Vestry

At the Annual Parish meeting and Easter Vestry on low Sunday (April 24th) Mrs Harris was re-elected and Mr Stan Cotten was elected Church Wardens, and tribute paid to the late Mr Charlie Jones, vicar's warden who died in office. The following officers were thanked and re-elected: Treasurer, Mrs Bev Cook; Hon. Auditor, Mr McKissack; Secretary, Miss Ford.

Graveyard and Youth committees were established, the new clergy welcomed, grateful thanks extended to the Organist, deputy organist and choir, to the sexton, Mr Pitson senior who was handing over the physical aspects of the graveyard after 70 years hard labour, to Mr Smith and Mr Bunce who had done much mowing of it, to Mrs Harris and her teams responsible for a) flowers (especially the Flower Festival), b) food (Harvest Supper, meeting point, disabled etc.), c) linen, d) cleaning, to Mr Harris for his oversight of building works, to Mrs Webber for guarding the key and churchwatch, Mrs Bradshaw for hosting the creche, to lesson readers and bell ringers.

The vicar recited some verse of John Betjemen, celebrating thoes who did the various jobs and those who worshipped God in this House of Prayer for all people (from Septuagesuna):
      But most of all let's praise the few
Who are seen in their accustomed pew
Throughout the year whate'er the weather
That they may worship God together.
These like a fire of glowing coals
Strike warmth into each other's souls,
And though they be but fifty-three
They keep the church for you and me.'
The following were elected or re-elected to the PCC in addition to the officers: Mr and Mrs Gladwell, Mr and Mrs Scarrott, Mr Ray Clarke, Mr Ray Lea, Mr Martin and Mrs Ann Pitson and Mr Pitson Snr (Dep), Mr and Mrs Challenor, Valerie Gamer (school governor), Pam and Brian Andrews (Deanery Synod), Ross and Carys Beadales, Michael Dixon, Ian and Julia Bridge, Richard and Gill Christopher, Philip and Margaret Baxter, Peter and Sharon Browning, Jill and Christian Bradley, Prue Sykes. Miss Woodford was thanked on her retirement after 60 years' service.

South Oxfordshire Social Services have written to say that they are wanting to expand their Adult Placement Scheme providing family care for elderly people or adults with learning disabilities (mental handicap). This scheme aims to provide day care or longer periods of respite care in family settings and to give their permanent carers a break or provide them with a break occasionally. Carers do not need qualifications or experience but just time, patience and the ability to care. Carers are matched carefully to those needing care and we provide support and training. An allowance of £150 per week is provided.

Correspondence

Dear Editor,
May we through the pages of your excellent Link magazine say a big thank you to all our neighbours and residents of the Oxford Park Homes at Sandford-on-Thames.
Ron and I moved here in March after two years of much unhappiness and now our way of life has changed so much, for the better we can assure you, and this is mainly due to the kindness received from our neighbours. This has been much appreciated by us both.
The Fox Pub A special word of thanks must go to Liz, Don and Margaret for the way I was received by them when I made my first tentative visit to the site, where I knew immediately I set eyes on it was where I had to live. Ron, who in no way wanted the upheaval of the move, unfortunately being rather poorly, with a little help from Liz agreed that we would purchase our home at number 25 the Crescent. A week later we had moved. Since then the kindness we have received from our immediate neighbours, Becky and Keith, Marion and Tim has been overwhelming.
There have been no regrets at all from either of us and words cannot express our happiness. Betty and Ron Harvey

Dear Editor,
I do hope you can spare a little space for me to thank the many friends and neighbours and villagers from both upstreet and down, for their many cards and letters, and the many acts of kindness shown to me on the death of Geoffrey. Although he was not endowed with too many of nature's gifts he appears to have been loved by a great many, which only confirms my opinion that below the surface in Sandford there is a new village community which shows itself when the hour arrives.
Truly 'God still moves in a mysterious way'.     Thank you all,

Best Kept Village Competition
This village has entered the competition again this year, and volunteers are urgently needed to cut verges and generally keep the village neat and tidy in readiness for the judging, which will take place early in May and again later in the summer.
Many thanks to those of you who have already cut the verges outside your property.


Quiz Night

The winning team 'Under the clock' was led by Andy Middleton (supported by Margaret Gardner, Sophie Morrison, Mike and Joan) and the amount raised was an amazing £511.00. It has been distributed as follows: Toddler group, Youth Club, Over-Sixties, St Andrew's Church £50 each, Sandford Parish Council for bulbs etc. for the village £11, and Village Hall extension fund £300.

The committee have met a few times redrawing plans (thanks, Ian) in the light of suggestions and criticisms. We are (we hope) nearly ready to apply for planning permission and loan sanction and grants. The next edition of the Link should contain detailed plans. A mystery and an old path

(continued from p.13 of Link issue 53)

This ancient parish path continued in an easterly direction, across Church Close - now the playing field - over a stile (no steps then) and across the London road, continuing along what is now Rock Farm lane, originally a narrow footpath. Four stiles then followed, along the 'Cowground' with the brook running parallel along a valley on the left.

The last stile opened out into 'Minchery Close', where we have to cross the Minchons brook, called variously the Rhee or Rea. There had been a stone or brick arch over this stream, but in my day a much rotted railway sleeper. This path was used regularly by the Eade family of the Minchery, as their way to Sandford Church, more so between 1917-1921 when Mr H. Eade was parish warden.

Ostensibly the path ends at the Nunnery, yet a few yards to the South east the path continues easterly, towards 'Sandford Brake'. So far the path has run parallel to the parish boundary brook (Northileld brook). The Northfield name however is irrelevant to the lower or Sandford length as the name originates from its rising in the Northfield of Horspath.

I have recorded two other names for this stream - 'Wash brook' and the 'Black brook'. There is no doubt that the area around the Sandford Brake was more wooded years ago, and that on clearing and felling much of the timber a sawpit was established on the Littlemore side of the Black brook, reached by a ford across the stream. Later when the land had been cleared three new farms were formed - Sawpit Farm, Brake Farm and Black Ford Leys Farm (all c.1790). The present name of the latter is of course a corruption, and now known as Blackbird Leys. Here we reach the end of the Sandford portion of the old path when we reach the Roman road from Alcester to Silchester.

SANDFORD-ON-THAMES PARISH COUNCIL

Recent minutes

Minutes of the meeting held on Monday 10th January in the Village Hall

Five members were present. The minutes of the previous meeting were approved.

Matters arising: The Clerk reported that she had spoken to the District auditor regarding the proposed donation to the fund set up to help the Harris family and had been told that it was not within the powers of the PC to do so. However the PC was pleased to note that the benevolent fund in question had already reached its target of £8,000.

Correspondence: Heyford Hill Lane - letter from Laing Homes Ltd. The Clerk reported that she had received a letter from Laings and that the installation of the playground equipment would be completed by the end of April 1994.

Matters for consideration:

1. Village Hall: the Chairman reported that the Village Hall Management had agreed that a Steering Committee should be set up to further investigate the possibility of an extension to the village hall. The Steering Committee would consist of PC and Management Committee members plus other interested parties. The Chairman proposed that all members of the PC should join the Steering Committee. The Clerk was asked to invite all members of the Village Hall Committee, the PC and other interested parties to a meeting of the Steering Committee to take place as soon as possible.

2. Youth Club/PC meetings: the PC had received a letter from the Revd Bob Morgan requesting that the PC reconsider their decision to hold PC meetings in the village hall on a Monday evening. The Chairman proposed that the PC ask Magdalen School for permission to hold PC meetings in their sports pavilion, initially on a trial basis of three months.

3. Precept 1994/94: the budget for 1994/5 was considered and the Clerk was instructed to request a precept for 1994/5 in the sum of £2,015.00.

4. Round the clock help for the elderly and disabled the Clerk reported that she had received a leaflet from the District Council regarding help for the elderly and disabled. In order to make it known that such a service is available the leaflet would be published in the next issue of the Link.

5. Provision of litter bin: the PC felt that there were sufficient litter bins in the parish at the present time.

Planning
Draft local plan: Documents would be handed to Mr Norton for perusal.
Review of Local Government Structure in Oxon, Bulletin No.2: Copies of the bulletin had been handed to councillors for perusal and comments.
Planning Applications:
26 Henley Road: Single storey extension to create a study and storeroom plus small single storey extension to create a utility room. No objection. No comments received from near neighbours. Permission granted

16 River View: Change of use from agricultural to garden/orchard extension. Granted 15.12. 93.

County Councillor's Report
Mr Stevenson reported that the two main items at present are the County Council budget for 1994/5 and the Local Government review.

District Councillor's Report
Mr Marthews reported that, again, very much to the fore is the 1994/5 budget and the Local Government Review.

It is felt by both the County Councillor and the District Councillor that a unitary authority is more favourable and a two tier system less favourable.
Another area of concern for both District and County is the care for the elderly and disabled and the PC was asked to try to establish who is at risk in the parish and make sure that they are aware of the help available.

Minutes of the meeting of the PC held on Monday 7th February in Magdalen College School Sports Pavilion

Seven members were present. The minutes of the previous meeting were approved.

Correspondence
The Chairman reported that he had received a letter from Magdalen College School giving permission for PC meetings to take place in the Sports Pavilion. There would be no charge.

Matter for consideration:

1. Steering Committee report - Village Hall extension: the Clerk gave a progress report on the Steering Committee and handed out copies of two proposed lay-out plans for perusal.

2. Clerk's salary review: the Chairman and the Clerk declared an interest and left the meeting. It was agreed that the Clerk should receive an increase of £390. 00 per annum backdated to the 1st July 1993. This increase was agreed due to the additional work load created by Heyford Hill Lane now being part of Sandford Parish. This brings the Clerk's salary in line with Association of Local Council guidelines.

3. Donation - Information Booklet for Families with a Special Needs Child: it was agreed that a donation of £10 should be made.

4. Request for use of recreation field: it was agreed that the request for permission for a helicopter to land and take off from the recreation field be granted subject to confirmation of the suitability of the site by the Civil Aviation Authority.

5. Burial Ground: It was agreed that the Chairman should contact Mr Wills regarding the land for the proposed burial ground. The Clerk would lodge a planning application with the District Council for change of use.

Planning
Rock Farm Lane Erection of 24 detached houses and garages and construction of associated roads and sewers.
Observations: The PC considered the application to be contrary to Policy C2 of the Local Plan. The Council felt that more consideration should be given to the design of the dwellings and the materials used should be more in keeping with the stone built cottages in Rock Farm Lane. The Council also considered that this application contained insufficient detail, i.e. building materials, refurbishment of barn etc. The Council would wish to have sight of the plans of the barn conversion before the Planning Authority approved the rest of the development. The Clerk was instructed to include the concerns of the residents in the PC's return.

Sandford Car Sales: it had been reported to the Clerk that the Sandford Car Sales had been using the pavement opposite the garage to display cars for sale. The Police had been informed and would be dealing with the matter.

Minutes of the meeting of the Parish Council held on Monday 7th March in Magdalen College School Sports Pavilion.

Five members were present. The minutes of the previous meeting were approved.

Matters for consideration:

1. Clerk's Salary Review: the Clerk pointed out that the figures agreed regarding her salary increase did not add up correctly. The PC agreed unanimously that there was an error and approved an additional £100.00 per annum, the Chairman declaring an interest and abstaining from voting.

2. Village Hall Extension: the PC considered two revised, drawings. The PC's comments will be expressed at the next meeting of the Steering Committee. Costings of the project had been provided by the Steering Committee and this will be considered at the next meeting of the PC. The Clerk reported that there would be a surplus of funds at the end of this financial year and suggested that the PC should consider how much of this surplus, if any, should be set aside for the extension project. Full details of the surplus will be available at the next meeting of the PC.

3. Grass cutting 1994 season: the PC considered the quotation from SODC for the cutting of the recreation field and wharf for the 1994 season. It was agreed that the recreation field would be cut weekly and the wharf fortnightly during the growing season.

4. Oxfordshire Best Kept Village Competition 1994 - entry fee £8. Approved.

5. National Spring Clean 1994-16/17 April. Noted. Mrs Ashburner to discuss with Youth Club Committee.

6. Recycling Facilities at Wheatley Asda Store Car Park. noted. Notice to be put in Link.

7. Environmental Improvement Schemes: deferred.

8. Local Government Review: deferred.

9. Speed Reduction campaign: no signs required.

10. Oxfordshire Rights of Way Management Strategy: Clerk to order 2 additional copies at £2 each. Mr Norton to peruse strategy document and report back.

11. Great Domesday Book: the PC considered that they were unable to purchase a copy of this book.

Planning
Listed Buildings - Homeowner's Guide. Noted. Clerk to hand out guide to the owners of listed buildings within the parish.
Rock Farm Lane Development: The meeting was attended by representatives of Alfred McAlpine Homes Midlands Ltd (Mr Mark Wright and Mr John Clark). The purpose of the meeting was to discuss the comments made to SODC regarding the planning application. McAlpine's response was as follows:
1. Materials - reconstituted stone for the elevations in conjunction with stone details (quoins, heads and cills). SODC may request that some properties in the vicinity of the dovecote be brick built with stone details.

2. Barn Conversion - subject to separate planning application now lodged with SODC. McAlpine's claim that they have acquired Magdalen College's right of way to the private road in the purchase of the land. They own to the centre of the private roadway and would ensure that future Barn owners would be responsible for the upkeep and maintenance of their proportion of roadway.
3. Stone Wall between rear gardens of properties on Henley Road and Development Site: the wall would here-built by McAlpine as part of the development, subject to the Henley Road residents being in agreement as these properties have the ownership rights over the wall
4. Dovecote - would be conveyed to the purchaser of plot 5 but McAlpine would covenant with the purchase to maintain it in a suitable condition for the benefit of the other residents. The dovecote would be renovated by McAlpine to the specification of SODC.
5. Access to Field - a condition of the sale of land to McAlpine was that Magdalen College would retain a right of access to the land to the south of the site. McAlpine are legally obligated to provide such an access.
6. Working Hours - normal practice in the building industry to allow Saturday working.
7. Henley Road Improvements - proposed improvement works to the junction of Henley Road and Rock Farm Lane would be implemented at the outset of the development and a traffic management scheme would be put in place whilst the works were being carried out. (See Outline Planning Consent).
The Chairman requested that a meeting take place between McAlpine and the residents in order to discuss the barn issues.

County Councillor's Report: Mr Stevenson reported that the County Council had agreed the budget with a £340 million spend. It is a growth budget with the aim to preserve services.

Support for cancer sufferers
There is now an Oxford Cancer Support Group which meets regularly to give advice, information, and support to people living with cancer. Meetings on first and third Thursday of every month from 2-4 at the Outpatients Department (Radiotherapy) in the Churchill Hospital. Information from Mary on 735512 (any time), or Rosemary on 60668
