Spring and Summer Services

The Sandford pattern is to move into British Summer Time pattern (i.e. Sunday evening services) on Palm Sunday (12th April - two weeks after BST begins) with the service of Passion readings and anthems, marking the start of Holy Week. Then the main Choral Evensong with choir will take place on the first Sunday of each month, and the minor sung evensong on the third Sunday, with said services on other Sundays, for an experimental period.

Sabre Felt Roofing During March (Lent) there will be midweek services on Wednesdays: Ash Wednesday Holy Communion at 7.30 p.m. and evening prayer/quiet time, lasting about 20 minutes, at 6.0 p.m. on the following Wednesdays. Anyone is invited to drop in.

Precept

It has been brought to the attention of the Parish Council that some parishioners are concerned about the amount of money allocated to the precept and have queried why Sandford is the fourth highest in South Oxfordshire.

A budget is prepared in December/January each year to establish the amount of money the Parish Council will need to cover its expenditure over the next financial year. The Council then applies to SODC for a precept which is taken out of the general rates/community charge made by each community charge payer.

The figure per community charge payer for 1991/2 was estimated at £15.00 per charge payer. The amount of the precept allocated to the Parish Council for 1991/2 was £11,595.00.

Some areas of the parish have been neglected over the years due to lack of funds and it had become necessary to increase the precept to cover repairs and improvements. Also this Parish Council became responsible for Heyford Hill. Lane, which includes the new developments, on the 1st April 1991. The increase in precept for 1991/2 was to cover expenditure on this new area.

The Parish Council has just considered the precept for the period 1992/3 and will be allocated the sum of £11,595.00 again for this year. The figure per community charge payer for 1992/3 is estimated at £14.57 per charge payer.

The Parish Audit

In connection with the 450th anniversary of the Diocese of Oxford, Bishop Richard Harries is conducting a visitation. The traditional 'Articles of Enquiry' have been issued, putting the clergy and wardens into a blather. They have to answer questions about the vision, priorities and targets of the parish (management methods afflicting the church) and have asked the congregation to make any views known. They would also like to invite any other residents of the village to make their views known, since the parish church was built 900 years ago as a house of prayer for all the people in this place, and is still open to all. (If the invitation were accepted there would be a how-many-students-in-a- telephone-box situation).

The questions range widely about people's willingness to share their faith, learning to pray, offering help where needed, support for youth organisations, keeping the vicar up to the mark, paying to repair the building, relating their faith to their daily work, paid and unpaid, looking beyond the parish boundaries etc. All a bit much - suggestions welcome, contact the vicar.


English School Refuse skip
A refuse skip for use by anyone in the village will be at the Village Hall on 13th March, 24th April and 19th May.

Youth Club
The Club has recently purchased a disco set and will be holding many lively events.


Meeting point
Tea, coffee, 60p lunch in the Village Hall, second Friday in the month, 12.30 - 2.0. Next meetings March 13th and April 10th. All welcome - bring a friend or come on your own and meet your neighbours.

Baptisms

Three babies were made members of the church and welcomed with the Christian family on Candlemas 1992 (Feb 2nd = Presentation of Christ in the Temple).

The vicar noted the significance of their initials, and also pointed out that the current baptism register contains the record of the baptism of Alison's mother Diane nee Butler, her grandmother Mary nee Tucker, and her great-grandmother Daisy Jane Mary nee Evans (New Year's Day 1905). The Register only goes back to 1895 (earlier one's in Record Office), but will extend into twenty-first century so may contain a bit more of the family tree in due course.

This will be my last contribution to The Link as my husband and I will be moving from Sandford to Iffley village. I hope that through the Pause for Thought I have been able to bring the word of God to its readers in a simple but meaningful way.

"Stop at the stile, please"

The stile mentioned in the heading no doubt conjures up a picture of a restive stile on an ancient field path, with blackberry bushes overhanging, where as children we played games and where courting couples spent their evenings. This indeed was just what it was. Yet in my mind's eye it is the first bus stop in the village, coming home from Oxford, and well used by villagers from the mill cottages, where after alighting they could take a footpath across Church Close behind the church to a kissing gate on what is now Church road.

It was, I suspect, around 1925 when the first bus began to run to the village. This was an open top bus with outside staircase and recently converted to pneumatic tyres from solids, on route no. 7, turning round in the entrance to Brick kiln Lane and then waiting outside the Catherine Wheel public house for passengers for the return journey to Oxford. Here also was the parcel receiving office, situated in a little shop presided over during the last days of its existence by Mr Herring.

Before this time buses had only run as far as Littlemore church or to Iffley turn, so it was quite a walk before catching the bus. Many villagers did indeed walk to town. A popular walk was to Messrs Butlers on the Cowley road where bread and groceries could be bought much cheaper than the village shop.

Carriers regularly passed through the village on their way to Oxford from outlying villages. It was on Mr Andrews carrier's cart that my grand parents regularly travelled to Wallingford to visit relatives. As new bus routes were added by the Oxford bus company, the route numbers changed

for Sandford, becoming No. 27 and then No. 37, under which number the buses ran for many years. The 1930s were perhaps the high point for Sandford bus service, when a period of hot summers brought crowds of visitors from Oxford and surrounding areas to bathe in the river below the lock house at what was called the 'Liclo', which at times looked like a south coast beach. Extra buses were run to satisfy their need, sometimes 3 or 4 at a time.

Post war buses appear to have continued services as before, together with the Thames Valley, which ran through from Reading. The decline, I would imagine, began in the 1960s, when the route number became No.1. Our own service ceased also about this time, and villagers had to depend on through buses from Reading and Wallingford, which were often full when they arrived in the village.

Now, alas, services are little better than in 1925, and those without cars are more dependent on buses than ever before, when even to buy a postage stamp one has to travel out of the village.

SANDFORD-ON-THAMES PARISH COUNCIL

Extracts from recent minutes

At the meeting of the Parish Council held on Monday 13th January, six members were present, and Mr S. Matthews, District Councillor, and Mr Stevenson, County Councillor, attended.

Oxford Science Park - access road in front of Oxford Park Homes and Ten Acre: Magdalen College have said they have no interest in this access road and suggest that enquiries should be direct to Thames Water. The Director of the Magdalen Centre has requested that the Local Authority include in their salting contract the new entrance access to Oxford Park Homes and Ten Acre.

Village Hall repairs: PC to consider amount of funding available from the precept for 1992 at the next meeting.

Budget 1992/93: the precept was set at £11,595.00.

Best Kept Village Competition 1992 It was agreed to enter again this year.

Tree Planting: to mark the 40th anniversary of the accession to the throne by Her Majesty the Queen, two oak trees will be planted in the recreation field. Clerk to apply for grant from SODC.

Oxford Playing Fields Association The PC approved an annual donation of £25 to the Oxford Playing Fields Association.

Woodcote Village Appraisal: copy of Appraisal to be purchased.

Provision of Litter Bins: one at junction of Heyford Hill Lane and Sandford Road, one at new bus stop on A 423 (roundabout), and one adjacent to under-pass.

Planning:
41 Henley Road, demolition of single storey extension and erection of two storey side extension and one storey rear extension. No objection.

County Councillor's Report: Mr Matthews reported that the planning application for 5 Burra Close had been approved.

District Councillor's Report: Mr Stevenson reported that the County Council budget had been approved and that there were substantial increases in funds in many areas. Social Services, Education, Environment and Public Protection would all benefit from the increases.

Items to report:
Mrs Ashburner said that there is some confusion regarding the new road markings at the junction of Kiln Lane with Henley Rd. Clerk to inform Highways.
Mrs Shepherd reported that fencing is down around the new planting on the Science Park, and Mrs Hutton asked if a salt container could be provided at the top of the new footpath. Chairman to speak to Mr Lee, Magdalen College.

If you would like to do more to reduce waste by recycling old packaging, Oxfordshire County Council produces a useful leaflet (Recycling in Oxfordshire) listing all the centres in Oxfordshire. Examples nearest to Sandford are:

* newspapers and magazines also at Redbridge, at the Oxfam Paper Bank, 1st Saturday of the month 9.0-1.0
* a minimum of ten sacks of waste paper can be collected from offices or businesses by Oxfam (ring 742000)
* nearest bottle banks are at Sainsbury's Heyford Hill, Redbridge Park and Ride, and (coming soon) the John Allen Centre, Cowley
