The Link
January 1990             Issue 27
Peers Sports Centre

Welcome to the January edition, and welcome too to a new decade, one which is full of promise and hope for world peace, ecology, and a feeling of care and trust, and also of course one in which the Sandford-on-Thames Link will go from strength to strength. Now would perhaps be an appropriate time to reflect on the monthly production of our magazine and of course the need for both funding and indeed articles for submission to make it more interesting and lively for all of you. There is obviously a paramount need for funds to keep the Link running - we do not make a profit, and should anyone wish to make a donation this would be gratefully received (it is certainly true to say that few, if any, village magazines are produced to the same high standards that ours is without either carrying more ads or a contribution from each villager to receive it).

You can also help by taking out an advertisement space on a monthly basis, our rates for 1990 are very reasonable and with a circulation of over 400 a good response is assured, not only that but your support for the village is shown. Remember as well that help with delivery is also needed. Can you spare a couple of hours once a month to deliver a few copies. Or perhaps you would like to join the Link Committee and take a more active role.
If you would like to help in any way, contact Richard Jackson, xx Church Road.

Make commitment to LINK your 1990 resolution...

INTO THE 1990s

The new decade takes St. Andrew's Parish church into its tenth century. It has seen a lot of changes over 900 years - and quite a lot over the latest 1% of its history. The 1980s closure of the Mill and then the Post Office and local shop, following the earlier loss of a local school have changed the character of the place. There are not many places where people meet, and therefore not much focus for local community. For a large part of the population that does not matter much - we work and socialize outside the village, and come home to rest, not be active.

But there are some who are less able to get out, and want more of a village neighbourhood. The parish church has usually been a focus for community, and we have been asking ourselves how in a society where only a minority are regular worshippers the church should work for the village beyond maintaining the regular pattern of Sunday worship with doors open to all. The monthly Meeting Point has been a place where those who are here midweek can meet a few of their neighbours, and the various discussion groups and Bible study evenings have also provided points of contact.

It is hoped that the recovery of a vicarage in the village will also provide a meeting place for some of us. Over the past few years efforts have been made to maintain the church building in a good state of repair and a good part of the village has participated in that appeal. As we move into the new decade we again need to enlist the cooperation of non-regulars so that a share in its upkeep can be distributed more widely. So we are launching a

"Friends of Sandford Church"
by which those who are willing can pay a £1 per month subscription towards its upkeep and be kept in touch with its activities. Some will prefer to subscribe annually or biannually, but for some a monthly visit by a member will be one of the ways we keep in touch with at least part of the Sandford population which values the continued, existence of a local church and is happy to be kept involved in this way. If you are willing to join the Friends will you please fill in your name and address below and return it to either of the Wardens (24 Henley Road; Cabora Bassa, Church Road) or the acting vicar. If you have any views about this we would be glad to hear them too.

ANNOUNCEMENT
May I through your pages apologise to the readers of the December issue of the Link for the article appearing under the heading " A populated area." As printed the article had so much omitted and meaning altered that it ceased to convey the meaning and message that I had originally intended. Much care is always taken to see that these articles are factually correct and as much local interest be included, unfortunately the alterations made were beyond my control.

The Porch...

The Porch is a neighbour of ours. It is a small, plain room with a wooden bench round the walls, four tables and some plastic chairs. It is a centre where the homeless are offered a cup of tea and a sandwich free of charge and a warm welcome, a chance to chat, play cards or dominoes; a place to "be" for an hour or so, warm and at ease. The callers are young and old, men and women, some from bed and breakfast accommodation, some sleeping rough, youngsters who have left home believing Oxford might fulfil their dreams. These are people whose need is never questioned, whose troubles are listened to if they wish to talk, who can be directed to other places for help with drug or drink addictions.

This small centre for the homeless is tucked into a corner of the grounds of the generous Society of All Saints off the Cowley Road, many of whose Sisters work and help at the Porch. Indeed the name came because hungry and cold men used to knock at the door of the Convent and ask for a cup of tea which they drank sitting in the porch. A need was recognised, the idea taken up with the vision and dynamic organisation of Mrs Jeanne Lindley (a Diocesan Reader who has preached at Sandford); an old apple store was converted, money raised and the Porch was born. It is now just three years old, the need grows, the space seems to shrink; it should hold 22 callers and three volunteers at a time, sometimes on cold evenings there have been as many as 60 who come through its doors, but not all at once; there is not room.

Helpers are always needed; many of the volunteers are young people who live nearby, some with young families but who are willing to give up an evening to serve at the Porch; others are older people who come from as far away as Dorchester, Goring or Kidlington. Anyone who goes to the Porch makes and finds friends - nobody on either side of the counter goes away empty. But the need for help grows. If anyone is interested to help by giving some time or gifts, they can get in touch, in this village, with Mrs. Pam Andrews on 777011 or Mrs. Anita Gladwell 776787, or leave a message for Sister Jenny, who is in charge on 248876 and she will ring back. Times for help needed: 10 - 11.30 am 5 - 6 pm and 6-8pm.

SANDFORD-ON-THAMES PARISH COUNCIL

Apologies for absence were received from Mrs Shepherd and Mr Robinson.

Matters for Consideration

Magdalen College
Report on meeting with Grant Baird at Magdalen College
The Clerk reported that the meeting with Magdalen College to discuss the position of the proposed carriageway and roundabout had been very informative. Magdalen College had agreed to reposition the roundabout in order to increase the area of tree planting to act as a buffer. They had also agreed to consult with Highways in order to improve the pathway and crossing to increase safety. Mrs Shepherd, Mrs Hutton and the Clerk were, therefore, satisfied that Magdalen College would amend their application to accommodate the Parish Council's comments and observations.

P89/W0643 Withdrawal of objection to planning application No. P89/W0643.
Proposed by Mrs Hutton, Seconded by Mrs Ashburner, 5 votes in favour.

P89/W0742 Additional Plans.
The additional plans re: the innovation centre had been circulated previously.
No further comments were made.

Diversion of Footpath

The diversion of the footpath was approved but the Clerk was asked to include the following observation. The diversion necessitates the crossing of the proposed carriageway in order to gain pedestrian access to the village from the Mobile Home Park. The Parish Council is concerned, therefore, on the safety aspect with regard to the old people and children using this footpath. Several suggestions have been made to Magdalen College by the Parish Council, ie. moving the crossing a safer distance away from the roundabout and/or providing a "pelican" crossing. Proposed by Mrs Ashburner, Seconded by Mrs Hutton, 5 votes in favour.

Report from Mr Stevenson
County Annual Budget
Mr Stevenson reported that the annual budgeting would be £27m short for next year (10%). The situation was serious but what effect this would have on the poll tax is unknown at the present time.

Re-organisation of Home Help Service
Mr Stevenson said that the intention was to professionalise the service but that some reports were coming back that some recipients of the present service had received letters saying that they would no longer receive the service unless in serious need. This was not the intention and Mr Stevenson asked for feedback from the Parish.
