THE LINK GOES GREEN!

      Paper is something we all take for granted. We write on it, read from it and do many other things with it as well. There is now an increasing concern that the current levels of consumption are having serious economic and environmental consequences. In the UK alone we currently consume over 9 million tonnes of paper and board every year, this equates to a forest the size of Cornwall, or 2.5 trees for every person in the UK! Not only that but we actually import over 5 million tonnes of it meaning an increase of £2,500 million a year to our balance of payments deficit.

      This demand for paper has serious environmental implications. It takes approximately 16 trees to make the wood pulp to produce one tonne of paper. As our native trees (oak, ash, etc) are slow-growing, we need to plant conifers in their place. However these plantations are hostile to the natural environment, destroying wildlife habitats and displacing birds, animals and plants which inhabit these areas. Paper producing also brings other problems as well. It takes about 13,000 gallons of water mixed with various chemicals, bleaches and dyes to produce one tonne of virgin paper, and we all know what happens to the effluent that is poured into our rivers and streams.

      To this end as an initial experiment the Link has been produced on recycled paper, to show that the quality is every bit as good as any other type of paper and also as an encouragement to others.

REVOLUTIONS
British support for the French revolution was naturally muted, but most of us think that liberty, equality and fraternity are a good thing. The only question is how to increase them. The religious answer is to give priority to love. Where this is authentic more justice and more freedom will follow. But where does love come from? Psychologists tell us we have to be loved before we can love - which is rough on those not much loved as children. Christianity claims that the source of all love has been revealed and can be responded to be anyone who wants to know. But a revolution that begins in the individual's heart takes time and effort - a lifetime's journey of self-discovery.


R.I.P.
Alan Langton, formerly of Riverview, was cremated on 13th July. A large congregation were at the church service to pay their respects and we offer sympathy to Livy, Maria and Simon in their sad bereavement.
On the same day Marjorie Clapperton, formerly of the Mill House, was buried with her husband and daughter in Sandford churchyard.

LETTERS TO THE EDITOR


Sir,
Memory of Hiroshima?
Some villagers and parishioners were angry that last months Church News referred to August 6th as "Feast of the Transfiguration and Memory of Hiroshima". I was glad to learn that people read the Church news so closely, and interested that this could be thought controversial. Since religion rightly involves friendly argument (its only sad or disastrous when it gets unfriendly) may I reply?
Nobody is condoning any of the terrible things done on either side during the war. When many Christians observe this day as one to pray for peace on earth, they are recognizing the horrifying potential of nuclear weapons and hoping to God they will not be used again. I hope we are all agreed about that and wish too that more of those who rightly mourn the victims of war were present on Remembrance Day which is still observed at St. Andrews's Church, as elsewhere.

Sir,
May I, through the Sandford Link, thank the many friends who attended the Funeral Service for my late husband, Ron. Although I did not see individual faces, I have been told the Church was full, which is very comforting. I know Ron will be missed by all his friends, and remembered as a very hard working and kind man. We miss him terribly, his death was so sudden. It is so wonderful to know he had so many friends in the village he loved so much.

The Exemption Dog Show on Sunday 16th July was a most enjoyable event. A little part of Village Summer life! We would like to thank Hazel Hutton and Janet Shepherd and their helpers for the hard work they put into this event. It was a pity however that more villagers did not take part or pay a visit.

NAUGHTY BUT NICE!

August Treat
Honey Muesli Flapjacks
Menu
6oz/175g butter
8oz/225g demerera sugar
4oz/125g clear honey
12oz/350g wholewheat muesli
4oz/125g no-soak dried apricots, chopped
Makes 24
PREP: 15 minutes     COOK: 20 minutes

1. Grease a 12inx8in/30cmx20cm shallow baking tin and line the base with greaseproof paper. Preheat the oven to Mark 5/375F/190C

2. Melt the butter in a medium saucepan, stir in the sugar and honey and heat gently until dissolved

3. Stir in the muesli and apricots and mix well. Spoon into the prepared tin and spread evenly, pressing down well with the back of a spoon.

4. Bake in the oven for 20 minutes. Leave to cool slightly, then while still warm cut into 24 bars with a sharp knife. Cool completely in the tin.

Read and Approve Minutes
The minutes of the previous Meeting were taken as read, having been previously circulated, and signed by the Chairman. Proposed by Mr Leary Seconded by Mrs Ashburner

Matters Arising.

Correspondence
ORCC - Village Ventures Competition. Noted and details circulated.
ORCC - Transport Representative. Noted.
SODC - Central Oxfordshire Local Plan. The document is to be circularised. Mr Robinson said that the report stated that the Brickworks development was for houses. The Clerk was asked to check this point - the planning permission had been for mobile homes.
SODC - Oxford Science Park. Noted.

Magdalen College - Science Park
The Parish Council met with Mr Wills and the Architect to discuss the proposed Science Park. They outlined Magdalen College's plans for the Science Park accompanied by slides and Architects' drawings.

General

ORCC - Conference-Rural Oxfordshire in the 1990's. The Parish Council will not be sending a representative to this Conference.

Standing Order
Items for the Agenda must be handed to the Clerk, in writing, five clear days (Monday-Friday) prior to the date of the meeting. Items for consideration to be written out giving full details of proposal.

Village Hall Finance & Legal
Mr Robinson asked the Clerk who held the Trustee Documents relating to the Village Hall. The Clerk replied that normally the bank held these but that they were at present with Mrs Agulnik. Mr Robinson asked several questions in respect of the fiances of the Village Hall.
The Clerk reminded Mr Robinson that "the Parish Council holds the position of 'Custodian Trustee' (Local Government Act 1906) and has no powers of management or responsibility whatsoever. The Council has no rights, therefore, to insist that the Management Committee adopt any of its (the Council's) recommendations. It can however, informally suggest or request that the Management Committee should do so. The only way the Council can act is if it believes that an 'unlawful' act has been committed."
This information was given to the Clerk by Mr Hardwicke of the Oxford Association of Local Councils.
It was apparent, therefore, that the Council had no powers to interfere and the discussion was closed.

Community Policeman's Report. Nothing to report.

LINK - Items for Discussion. Nothing to report.

Flooding
It was reported that the recent thunder storm had caused flooding under the flyover bridge and the water had taken several days to disperse. Several houses had also flooded due to low lying land, i.e. No.1 Henley Road Sandford House, and several other cottages in the area. The Clerk was asked to contact Highways (Mr Turrill) to request that all drains in Sandford be cleaned out and to enquire whether the curb outside No.1 Henley Road could be raised to reduce the likelihood of flooding.

Oxford Park Homes Estate
Mrs Hutton reported that the residents had revived the Residents' Association.

Bus Tokens
Mrs Ashburner reported that she would be handing out the bus tokens on Saturday, 17th June in the Village Hall.

Mr Robinson said that he would like to be present when the tokens are handed out. When asked why Mr Robinson refused to give a reason. On being asked by the Chairman for a reason he replied that it was to make sure that they were handed out in the proper manner. Mrs Ashburner objected to Mr Robinson's attitude

At this stage the Chairman was asked to evoke Standing Order 33

(a) No member shall at a meeting persistently disregard the ruling of the Chairman, willfully obstruct business, or behave irregularly, offensively, improperly or in such a manner as to scandalise the Council or bring it into contempt or ridicule.

(b) If, in the opinion of the Chairman, a member has broken the provisions of paragraph (a) of this Order, the Chairman shall express that opinion to the Council and thereafter any member may move that the member named be no longer heard or that the member named do leave the meeting, and the motion, if seconded, shall be put forthwith and without discussion.

(c) If either of the motions mentioned in paragraph (b) is disobeyed, the Chairman may suspend the meeting or take such further steps as may reasonably be necessary to enforce them.

Mrs Hutton asked to use the recreation field for a dog show, etc. in July. This item will be added to the agenda of the next meeting.

The matter of parking on the grass verge was again raised. The Clerk said that she had already taken advice and would be contacting the Highways Department and SODC.

your local transport meets your
local needs

For several years Parish Councils in Oxfordshire have been encouraged to appoint a Parish Transport Representative who can deal with the local public transport matters with the County Council and receive details of service changes and comment on how their parish is affected.

So far about one third of the parish in the County have appointed a local person, preferably a public transport user, to this worthwhile job.

There is now a need to encourage all Parish Councils to be in the scheme and for more frequent informal discussions to take place amongst local groups of Parish Transport Representatives.

Bus
The idea is to get improved feedback from bus/rail users and by involving the local community in rural transport provision, to promote and encourage efforts from them with regard to local bus service publicity, community transport schemes and any other innovative projects designed to meet the transport needs of people living in rural areas.

The Oxfordshire Rural Community Council's Transport Officer offers advice to local groups of users and operators and gives overall assistance with public transport projects. However, in order for this role to be as effective as possible, support from Parish Transport Representatives is of prime importance, in providing a solid base from which to work


A Representative is needed for this parish.
