*****   "HOW SAFE ARE OUR CHILDREN?"   *****

As you may have read in the local paper, Mr. Justice Gibbens Q.C. sentenced a 64 year old man "back to a special hospital" for sexual assaults on young boys. Judge Gibbens said that Albert Ferris "should not be released without Home Office approval".

Ferris has had a long history of indecently assaulting young boys and has received several prison sentences for these offences in the past.

The question of concern to this village is how long has it been policy to send this type of offender to Littlemore Hospital and how safe are the children of this village and adjacent villages from this type of person?

Littlemore Hospital does not have a secure unit and the majority of patients in the hospital are free to come and go as they wish. There are very few patients who are restricted to the grounds by law, however, apart from checks being made on these patients by an understaffed hospital there is no way of locking these individuals up and protecting our children.

A hospital spokesman said "The hospital does, however, try to keep a close watch on patients who are particularly violent or who have a history of the kind of anti-social behaviour that is likely to disrupt the community."

If anyone living near the hospital has any problems with patients they believe to have come from Littlemore they should ring Oxford 778911 at once and ask to speak to the Duty Nursing Officer or to the Administrator.


*****   COUNTRY FAYRE   *****

The Country Fayre held on Saturday 13th August was very successful. The attendance was rather down compared with previous occasions, but we had a glorious day for it and we trust all those who did attend enjoyed the various sideshows and entertainments. When the final figure is announced it is hoped that about £400 will have been raised for the village Hall Fund.


*****   200 CLUB   *****

New members are still required for the 200 Club. The draw is held on the last Friday of each month and the prizes are - 1st. £50, 2nd. £20, 3rd. £10. £10 each month goes into a Snowball which will be drawn at Christmas. Membership numbers are available from Mary Butler, The Glen, Henley Road, Sandford on Thames or Bob Absolom, The Post Office, Sandford on Thames.

*****   PARISH COUNCIL NOTES   *****

As usual, there has been no Parish Council Meeting in August, but there are two important matters on which we have to comment.

Proposal by Hartwell's for building of a Superstore in Sandford, on land adjoining Anniss' Garage

Comments are being made to the S.O.D.C. Planning Dept. by the Parish Council on the following lines.

1. Permission for a Superstore has recently been granted at Heyford Hill Lane, approx. 1 mile from the proposed site, and therefore another such store would be unnecessary and probably uneconomic. There are also two Garden Centres in Nuneham Courtenay.

2. If the development of Greater Leys goes ahead, any such store would be better situated within the development, both for the convenience of residents and for safe access. The present road system to the south of Sandford would not provide safe access.

3. The Inspector turned down Hartwell's appeal for a development of housing and caravans on that site partly on the grounds that 'this is a pleasant area of open countryside, contributing to the rural quality of the village in this area, and prominent in the landscape... The proposal would constitute an extension of a ribbon of development of attractive open countryside, with some tendency towards creating a suburban atmosphere in place of the present rural setting of the site and its surroundings.'

The Parish Council agrees with the latter comments, though some councillors felt that it would be an advantage to have new employment in the village, and this will also be conveyed to the S.O.D.C. Any other comments which residents may wish to make should be sent to S.O.D.C., Planning Dept., within the next ten days, or to Room 10/04, Dept. of the Environment, Tollgate House, Houlton Street, Bristol. BS2 9DJ.


*****   Itinerant Parking   *****

At our last meeting, in July, we discussed this problem and agreed that nothing further could be done until we knew who owned the land where caravans were parked. We contacted S.O.D.C. and Magdalen College, and on 28th July, through the Records Dept. of County Council Planning, discovered that the land in question had been transferred in 1970 from the Dept. of Transport to the City Council. In 1974 the City Council transferred it to the Thames Water Authority. At the same as we made our enquiries Mr. Boyd contacted Mr. Heseltine, and Thames Water enquired of the City Council. By the time Mrs. Hutton called a special meeting on 1st August we were all in possession of the facts. I should like these facts to be clear, as at the meeting I was asked why I had refused to call an extraordinary meeting of the Parish Council to discuss the matter. I explained then that we had already discussed the matter at our July meeting and could better use the time to discover the ownership of the land. All members of the Parish Council were present at the meeting on 1st August, except for two who had previous engagements and could not attend at short notice.       Cont/.....

Itinerant Parking Cont'd/.....

All itinerants have now left that area, and Thames Water has acted swiftly to prevent their places being taken by others, by placing skips full of stones on the verges. Thames Water has written to the Council that they are considering what permanent measures to take to prevent the nuisance recurring and we have suggested the planting of concrete filled metal posts along the verges. We expect to hear from them again when their decision is made, and appreciate the prompt action they took as soon as they realised they were responsible for the land in question. At the meeting on 1st August, I undertook to investigate how the law can be changed, which allows campers on private land to remain until a court order is taken by the landowner to evict them. This is a lengthy and expensive business. I have written to Mr. Hardwicke of the Oxfordshire Association of Local Councils for advice on the law which needs to be changed and the best way to set about it. Mr. Hardwicke is on holiday until 22nd August, but as soon as he replies we shall write to the person or persons who can help us, and will circulate a petition to this effect. All those at the meeting agreed to sign such a petition and to help circulate it to all members of the parish. Only by changing the law can we prevent repetitions of this nuisance, as no Parish or other Council can take action concerning private land, except by urging the owner to evict persons causing a nuisance.

*****   EDITORS COMMENTS ON MEETING 1st AUGUST 1983   *****

I would like to pass my own personal comments, on the above meeting, as follows.

1. For three years the Parish Council, S.O.D.C. and the County Council were unable to find out who owned the land in question.

2. Mr. Heseltine, to my knowledge, contacted Magdalen College, S.O.D.C., Thames Water Authority. Alan Brown, Chief Executive of Oxfordshire County Council, was given a time limit by Mr. Heseltine to phone him back. It was because of this that Miss Burra was able to telephone the Planning Dept. on 28th July and get the ingratiation. We had been informed on Wednesday 27th July.

3. I feel the Chairman of the Parish Council underestimated the feelings of the residents by refusing to call an extraordinary meeting to discuss the nuisance of the gypsies. It appeared that about 120 people felt strongly enough to attend the meeting which was called at extremely short notice.

A Mobile Library will be calling at Sandford on alternate Mondays, stopping outside The Fox Public House at 2.30 pm. Their next visits are on Monday 3rd September and 19th September.

MR BENTLEY WILL BE AT THE VILLAGE HALL, AS USUAL, ON THE FIRST WEDNESDAY OF EACH MONTH TO PROVIDE A GENTLEMEN HAIRDRESSING SERVICE, FROM 9 AM - 1 PM.

*****   COOKERY CORNER   *****

CHOCOLATE CHERRY COOKIES

100g / 4 oz. Softened Butter
50g / 2 oz. Caster Sugar
½ Teaspoon Vanilla Essence
25g / 1 oz. Finely Chopped Glace Cherries
25g / 1 oz. Finely Chopped Plain Chocolate
100g / 4 oz. Sifted Plain Flour

Method:

1. Cream butter with sugar and vanilla until light and fluffy.
2. Add cherries and chocolate. Stir in flour.
3. Put 18 to 20 teaspoons of mixture, well apart, on a buttered baking tray.
4. Bake almost at the centre of a moderately hot oven (190°c / 375 F or Gas 5) for 15 minutes.
5. Leave on tray for one or two minutes before transferring to a wire cooling rack.
6. Store in airtight tin when cold.

Can I thank everyone who turned up at the meeting on 1st August, it was most heartening to know that we had the support of so many people. I felt it was a most successful meeting.

It was gratifying to see that the Thames Water Authority took the trouble to cordon off the area immediately after the gypsies left.

On behalf of Mrs. Janet Shepherd, Lawrence Boyd and myself, I would like to say how much we appreciated the cards and collection made on our behalf to help us with our out of pocket expenses.
