PARISH COUNCIL

Annual Parish Meeting.
As Mr. Robinson reported, there was a disappointing number of the public at this meeting, particularly as our District Councillor, Mrs. King, and Mr. Butcher, Leader of the Council and the Deputy Chief Housing Officer were all present to answer questions.
Unfortunately the answers to some of the questions asked at the meeting were misreported in the last issue of the Sandford Link. To put the record straight:-

1. Mrs King did not vote on the question of raising council house rents because she does not sit on the Housing Committee.

2. The salary paid to the warden of 10 Acre Site is not secret. His post was advertised publicly in the normal way.
Mr. Butcher, representing his employer S.O.D.C., was not prepared to discuss his salary at a public meeting. As he pointed out, the questioner would not have wanted his wages discussed publicly, particularly if he was not there himself.




New Parish Council

Elections for a new council take place on the 5th, As Sandford is so small, we only have seven councillors, but nine people are standing, so we will have a choice to make. PLEASE VOTE ON THE DAY SO that those elected know that they represent a strong proportion of the village. Those standing are:-
  Mrs. E. Agulnik, Kiln House, Church Rd.
  Miss E. Burra, Elmslea, Church Rd.
  Mr. Hutchinson, Rosoak, Church Rd.
  Mr. M. Norton, Henley Road.
  Mr. W. Kennery (Senior) River View.
  Mrs J. Shepherd, 20. Kiln Park Site.
  Mr. A. Robinson, 15. Henley Road.
  Mrs. J. Rolson, "The Fox" Henley Road.
  Mrs. H. Hutton, Haromist Kennels, Kiln Park Site.

The District Council Election takes place on the same day. The candidates are Mr. Beech S.D./Lib. Mrs. Nicola King, Con. Mrs King has been our District Councillor for the last year (June 1982) since the death of Major Davies.

As I am sure you know, party politics do not enter into Parish Council affairs. Councillors represent their fellow parishioners as far as possible, and try to be available to help them, and take up their complaints where appropriate. The Sandford Link is paid for by the Parish Council, and is intended to act as an organ to advertise news and events of village interest. Any party political views expressed or implied in the Link do not represent the views of the Parish Council or its members.

You should receive this copy of Sandford Link just before the elections. As Chairman of the present Council, I would like to express my thanks to my colleagues on the Council for all their support over the last four years, and to Mrs. Heery, our

Parish Clerk, who works very hard for us all, and is very often the receiver of your complaints on our behalf. I would also like to thank Mrs. King for all the work she has done for us as District Councillor in the last year.

RUBBISH
Someone said to me last week: Sandford is a nice place to live, but it is dirty and untidy. We should like to employ a village road cleaner, but cannot afford it. We hope that our new refuse collection service will be efficient. Once the men have settled to their route and know their way round, but they can only empty dustbins. How can we improve matters for ourselves? Please help to keep your patch tidy.



LOCAL HOOLIGANISM

The Easter period of school holidays, brought forward a spate of hooliganism, and damage throughout the village.
It should be born in mind that every act of this nature will be reported in this newsheet, when reported, and to keep you up to-date with what has happened so far I list here some of them.
Beginning with the removal of GRAVE HEADSTONES, BROKEN WINDOWS VILLAGE HALL, CAR PARK LAMP STANDARD almost pulled out of socket, A NEWLY PLANTED TREE, just saved from being uprooted. Back of BUS SHELTER KICKED OUT. The estimate of repair for that £20 out of your rates. A newly erected GARDEN GATE PULLED OUT OF HINGES. Mr. Keene the local farmer has had his share too, low roofed ridge tiles pushed off, and sheet roofing broken through.
The new gate to the car park, costing £125 is of no use, the village hall area is still used as a playground.
"Dust is not removed by sweeping it under the carpet" Report anything you see take place.
Reprinted below is an article from a Sunday newspaper:

"POOR MR. TULIP"
What a sad, terrible story about 77 year old Mr. Joe Tulip of Kirk Hammerton, near York.
Vandals smashed up the plants in his beloved garden, ripping out his seedlings, and smashed his greenhouse.
He just could not take this savagery in an English village and drowned himself in the river not far away. That kind of society do we have that breeds people who can be so cruel? - That sort of parents?.
May the guilt of those who destroyed the happy life of Mr. Tulip burn into their souls for the rest of their days.



FAIR COMMENT
Item 1. Parish Council Report.
Having served on the District Council myself, for a period of 3 years, I also would like to put the record straight.
There are many different committees that make up South Oxfordshire Dist. Council, They hold their meetings independently. No matter how, why, or who sits on what committee they all should, if they fully represent you the ratepayer, attend the QUARTERLY MEETING OF THE WHOLE COUNCIL, who legalise the decisions taken by the individual committees.
If Mrs King did not vote on the matter of increased council rents could not be representing the 20 tenants in Sandford-on-Thames
Item 2.
The salary paid to the Gypsy Caravan Site warden is paid for out of PUBLIC MONEY and accountable to the Government Auditor.

That being so, it should be accountable to the people who pay the RATES - that is you and I.
As to the questioner, who was myself, I am only too willing to discuss my salary with anyone, everyone knows what a pensioner receives, that is also well known to be quite inadequate for the present day cost of living.
Referring to Party Politics not entering into Parish matters, on the 25th. April I received through my letter box, and you did no doubt, a leaflet requesting me to VOTE CONSERVATIVE, in the local District Elections.
If we dont want politics locally, can we some how prevent literature coming into our homes through the letter box?.

As to my implying political matters in Sandford Link, I wish to state categorically that at no time during the past twelve months issue of this newsheet, has the word Conservative appeared in it, Filed copies are available for reference. I did report the success of the Conservative Candidate, with the results of the Dist. bye-election in June 82. Any other implications written by me, had already been well and truly substantiated in the National Press.

In the American elections, the slogan was used - "NO WHITEWASH IN THE WHITEHOUSE." We in Sandford can match that, in the same context, with there will be "NO SAND IN YOUR EYES, IN SANDFORD", while Mr. Robinson compiles the Sandford Link.

As to the compiling, and having printed the Sandford Link and distributing it, the first person to knock on my door to take on this interesting newsheet, can do so with pleasure, (unpaid of course). I do not charge my bus fares to Oxford in having it printed, that comes out of my pension, but I do like letting people know what is happening, good, bad, and indifferent, without fear or favour.

My advice to those who do not want matters MISREPORTED is, simply to write it on paper, and I will print it on paper.
