Quotation of the month

PARISH COUNCIL

    The 89th. ANNUAL PARISH MEETING took place in the Village Hall on the 21st. March, not that you would have noticed by the poor public attendance which was 4 including myself.
    All members of the Parish Council were present, except Mr. G. Hutchinson who sent apologies. Also present Mrs. Nicola King the District councillor for Sandford, supporting Mrs. King were 2 members of South Oxfordshire Dist. Council. County Councillor Mrs. C. Norman could not attend owing to ill health.
    The Chairman, Miss E. Burra opened the meeting, commented on the poor attendance compared with that of last year when approx. 20 or so attended.

    The minutes of the 1982 annual meeting were read and agreed. Copies of the balance sheet were available and placed on each chair.
    The District Councillor reported on matters concerning Sandford, which mainly consisted of the complaint about the smell from the sewage works which was now eliminated, and of recent, the condition of Ten Acre Site.

    Questions raised by the few present were as follows:-
No. 1. "What plans were there for the Old Village Hall Site?"
No. 2. "The parking of caravans on Crappers Site"
No. 3. "What salary was being paid to the warden of the Ten Acre Site from the Rates"
No. 4."When the District Council increased Council house rents for the third time in 3 years on February 1983 did our representative Mrs. Nicola King vote in favour of the increase or against"
    Answers to the questions as follows:-
No.1. That plans had not been finalised, (application to build a private house have been submitted).
No.2. Answered by Mrs. Shepherd, and Mrs Hutton from the site that the matter was being dealt with.
No.3. That wages and salaries of employees were secret, (although paid from your Rates.)
No.4. Council House rents?. Mrs. Nicola King DID NOT VOTE ON THAT MATTER.
Miss Burra had previously informed those present that 6 members of the present Parish Council would be seeking re-elction in May.
The meeting closed at 9-15 approx.

CAR PARK
The barrier rail at the entrance of the Village Hall car park has now been converted to a gate, at a cost of £115.
It is already been noticed that it makes an ideal climbing frame for the kiddies.

THE VILLAGE HALL MANAGEMENT COMMITTEE

The ANNUAL MEETING of the Village Hall Management Committee took place on the 17th. March. 14 out of a possible 18 members attended the meeting.

The Chairman in giving his report for the year, which had been very successful thanked everyone for their efforts in making it so. Mr. Slay told the meeting that he would have to relinquish the office of Chairman, he wished the members every success in the future.
Treasurers report on behalf of the (FUND RAISING COMMITTEE). Mr. Bob Absolom presented the balance sheet to all members which included all items of Income and Expenditure. The figures quoted from the Balance sheet are as follows:-
INCOME Balance in hand, and gross Income £3887-47
Expenditure- £3459-89. and cash in hand £427-58
Total:- £3887-47.

Hire of Village Hall
Statement of Income and Expenditure obtained by the Letting of the hall is kept separate from that of the FUND RAISING Comm. This income is used solely for the purpose of the upkeep of the hall. The figures given by the booking clerk Mrs. E. Heery are as follows:- INCOME HIRE OF HALL, £2,350. EXPENDITURE UPKEEP OF HALL, Wages- £900-50. Gas, £287-84. Insurance £126-00, Electric £163-89, Water rates, £102-00. Balance £769-77.

The election of officers for the coming year took place, but due to the absence of some members, the completion of all duties could not be fulfilled, these will be completed during the next meeting and all names will be displayed on the notice board, and in this newsheet.

Mrs. Hutton informed the meeting of the 50/50 auction that took place on the 3rd,March, which resulted in a sum of £485, she was complimented on such an excellent effort.
Notices for the play "Jane Eyre" which was hold on 25th. March were distributed to all members.
The next meeting would be on 7th. April.



SANDFORD FORGET-ME-NOT CLUB
Retired residents of the area are invited to become members of the above named club.
They meet every fortnight. They arrange outings to places of interest once a month. Invited speakers on various matters, and film shows etc.
About 20 members had a tour around London on the 15th, March ending with a visit to St. Pauls Cathedral. Their next outing is to Kew Gardens on the 12th. April.

PARENTS TO PAY.
(Oxford Mail Feb. 1983.)
If it is true that a lot of juvenile vandalism and hooliganism can be blamed of the lack of parental control, there is justice in parents being made to pay for their childrens willful misdemeanours.
The parents of 2 boys in Abingdon juvenile court were ordered to pay £1,000 in compensation.
Penalties of this kind should not be universally applied, certainly not against children.
But measures are overdue to persuade parents that they must be responsible for the actions of their children if they allow them to roam unsupervised and commit damage at will.
If parents are so unconcerned that they do not bother to find out where their children have been during evenings and week ends - and therefore have no idea what they have been doing - they must stand the pain of being held responsible for their actions.
