Minutes of the meeting of the Parish Council held Monday 12 April 2010 7.00pm in the Welch Room.

Matters arising
The lock bridge had been closed and work appeared to be progressing slowly. Yellow
signs had appeared in many places after the bridge closed and it was thought they were confusing as well as
ill spelt. It was considered that the whole project could have been better managed.
County Councillor's report
The Viridor application for a waste processing plant which had been refused
was still under consideration following some changes to the application. The intention to extract gravel from
many places just south of Sandford was gearing up and vigilance was called for or huge areas of countryside
would be changed forever. Although there weren't any extraction proposals very close to Sandford, the
associated traffic movements would be great and cause a lot of noise, congestion and disturbance for many years.

Andy Hackett was co-opted by unanimous agreement as a new councillor to replace Hazel Hutton
who had retired some time ago. Nigel Northcott had formally resigned from the parish council as of
this meeting and the vacancy notice would be posted tomorrow. Nigel was thanked for his work
over many years and wished well for his future move to Abingdon.

Traffic calming,: Following suggestions made by P Ronald at the last meeting, Clerk would write to
him with parish council's proposal that bollards be placed along grass verges in village hall area and
the wharf area of Church Road and to consider white line removal.

It was agreed to buy two new notice boards to replace existing ones at Church Road by postbox and
Heyford Hill Lane by post box. The existing boards had all been vandalized and were not of a
construction which afforded easy repair.

Audit return 2009/2010 : Parts 1 & 2 Audit return 2009/2010 - the accounts were accepted and the
annual governance statement approved and signed. In respect of Section 2, item 5, all known risks
have been assessed and external insurance through Norwich Union is in place. This includes Fidelity
Guarantee of 100,000.00. The playgrounds are inspected annually by RoSPA and reported risks
assessed and remedial action taken as appropriate.

P10/W0380 75 Henley Road. Single storey rear extension for disabled shower room. Agreed that this should be approved.

Matters raised
M Robson had tidied planter near to Heyford Hill Lane and would take charge of keeping it
planted in future, it was agreed that the remaining planter should be put on the corner of Rock Farm Lane
and Henley Road. The area at the southern entrance to the village needed some tidying up and it was agreed
that future maintenance of planters would be discussed at the next meeting.
M Hills drew attention to an article in the Oxford Mail about the City possibly wanting a new cemetery near Sandford Brake.

Planters. S Paine would check ownership of the piece of land opposite H.H. Lane.
