SANDFORD ON THAMES PARISH COUNCIL


Minutes of the meeting of the Parish Council held Monday 11th May 2009   7.00pm in the village hall.

Present:    Dr N Northcott
Ms M Robson
Mrs H Hutton
Mr M Hills
Mr K Welch
In Attendance:    L. Lindsay-Gale,   C Radcliffe (community police),   3 parishioners.

Election of Chairperson  Dr N Northcott was re-elected unanimously.

Election of Vice Chairperson  Ms M Robson was re-elected unanimously.

Apologies for absence  Mr S Paine.
Mrs I Reveco has resigned with regret due to personal circumstances. This was noted with thanks for her time of service on the parish council.
There was now a casual vacancy which would be advertised in due course.

Matters arising
A letter had been received from SODC Health and Housing Head of Service, Paul Staines in answer to the last letter of complaint sent by the parish council about conditions on Oxford Park Homes. In answer to the points raised in the letter, he stated that:-
    SODC inspects regularly and has taken action in light of reports from mobile homes task group (now defunct) and significant improvements have been made.
He is disappointed that residents feel ignored and sidelined. He would welcome any specific information in respect of this.
He is satisfied that the surface water system provided at the site is adequate and no different in performance than would be expected from any other area during wet weather conditions.
Some firefighting equipment was missing but his inspection report had detailed that they must be replaced.
SODC is currently considering adopting new Government model standards and the processes which will follow, also possibly the re-formation of a task group.
Unfortunately current licensing conditions do not cover the issue of dangerous trees. This will be taken into account as part of the consideration of new standards.
In respect of alleged harassment, apparently there had been some challenging discussions with the site owner but these did not warrant council action.

OPT: Clerk had contacted OPT with respect to installation of dog bins on their land. They would be consulting in the district later in the year.

District Councillor's report   There was none.

County Councillor's report   Appended to Annual Meeting minutes.
The parish council wished to thank John Howell for his sterling service as our County Councillor over the last few years. He has made a big contribution and we continue to wish him well in his role as MP.
We welcome his strong assurance of support in the future; especially in respect of proposals by the City Council and Magdalen College to cover most of the Green Belt land in our parish with 4,000+ houses and other development.

dot Parts 1 & 2 Audit return 2008/2009 - the accounts were accepted and the annual governance statement approved and signed. In respect of Section 2, item 5, all known risks have been assessed

and external insurance through Norwich Union is in place. This includes Fidelity Guarantee of 100,000.00.
The playgrounds are inspected annually by RoSPA and reported risks assessed and remedial action taken as appropriate.
Clerk's salary is at top of scale LC1 as agreed at recruitment interview and telephone/broadband rental paid. (n.b. incremental points have been stretched over the past 11 yrs from SP 21 - 27.)
dot Tree work in Heyford Hill Lane area:- This would be re-visited in the autumn. Clerk to ask G Surman to repair seat in swings area if possible.

Planning
P09/W0288 23 Church Road, 2 storey rear extension.   SODC to determine.
P09/ W0303 Rosoak, Church Road. Retention of above ground swimming pool.   SODC to determine.

For information  
A plank had been removed from the toddler equipment in Church Road rec. Clerk would arrange repair.
The Vale Alzheimers Home were the successful tenderers for Orchard House and hopefully would be developing the site soon.
The next police surgery would be Tuesday May 19th at 7.30pm in the village hall
