SANDFORD ON THAMES PARISH COUNCIL


Minutes of the meeting of the Parish Council held Monday 6th April 2009   7.00pm in the village hall.

Matters arising
Oxford flood strategy exhibition was on display at start of meeting and four parishioners came and asked questions of the officials present. Planning for the relief channel appears to be at a very early stage.
Clerk had written to David Buckle with copies to J Howell and P Tomlinson. J Howell had replied, P Tomlinson had sent a copy of hers to D Buckle because his administrative assistant said he had not received the original. Trevor Dean Environmental Health Officer SODC had replied to J Howell that there was only normal surface water pooling at the Park Homes Site.
K Welch said that the village hall entertainments licence had come through and a performance for young people had been booked for Saturday 13th June at 5.00pm. Ticket pricing hadn't been arranged yet.
K Cooney had reported to him that there had been 678 replies to the district NAG survey and the top 3 issues of concern were speeding, parking and litter. The next police surgery would be in the village hall on Tuesday 19th May at 7.30pm.
Planters were being installed. There had been favourable comments regarding the daffodils and it was resolved to plant more in the autumn.
There had been recurrences of garden waste tipping in Broadhurst Gardens.

County Councillor's report   John Howell would be attending the annual meeting in May. It would be a goodbye visit.

District Councillor's report   LEADER is a £531 million rural development fund which comes from Government and the EU. SODC and the VWHDC Council jointly secured £1.89 million to help revitalize and support rural businesses and communities in Southern Oxfordshire between now and 2013.
The LEADER project is overseen by the Southern Oxfordshire Local Action Group, a multi-sector partnership in which the council plays a key role. The economic development team is hosting an internal briefing on 20 May 2009 between 3 pm and 4 pm in the board room. The objective of the briefing is to introduce the LEADER project, and to facilitate an internal discussion on how the project links with the work of other teams across the council. The projects that come forward will have to support one or more of the following themes: encouraging enterprise and business innovation, improving tourism in rural locations and enhancing heritage and landscape, addressing social exclusion, skills development for rural areas.
Likely projects to be developed include:
  * rural community projects
  * support for rural micro-businesses
  * projects that add value to local food and produce
  * woodland projects
  * farm diversification projects
  * renewable energy initiatives.

dot SODC Core Strategy Preferred Options Consultation: S Paine had commented very thoroughly on the part of the Preferred Options document relating to Sandford and the parish council agreed with his comments. It was decided that the clerk would make a response to SODC for the council and that councillors would also make individual responses and encouraged other parishioners to participate.
dot Pheasant Walk wall: S Paine had visited the property concerned and the resident was intending to repair the wall as soon as possible.
dot King's Arms gate: The Brewery had installed gates at the vehicular entrance to the pub car park and were making a charge of £1 to park for up to 3hrs. The fee to be returned if drivers bought goods in the bar. There was concern that roadside parking would increase still further in Church Road. On the last two Sunday afternoons when the weather was good cars had parked on the pavement and verge and obstructed the pavement causing pedestrians to have to walk in the road.
N Northcott had made an online submission to the County requesting the reinstatement and subsequent enforcement of double yellow lines. It was decided to monitor the situation and possibly erect obstructions to parking on the verges if cars started parking on them.

Matters raised
Clerk had obtained a competitive quotation on a like for like basis for parish insurance which would be approx. £300 less than present company. It was resolved to accept it.
Only M Hills had attended the last police surgery held on a Sunday, it was hoped that the next one to be held on a Tuesday would be more popular.
M Robson reported that litter bins on Broadhurst Gardens recreation space had been filled with filled dog excrement bags. While it was good that people had picked up the excrement it was thought that a dedicated receptacle would be more suitable. The possibility of providing extra bins in the area was discussed but it was felt that it would go against the dog prohibition signs. Clerk would contact OPT and SODC to see whether it would be possible to install bins at the entrance to the OPT land. People had been complaining of dog fouling on the verges of Broadhurst Gardens and Pheasant Walk.
S Paine commented on the poor state and narrowness of the footpath on the west side of Sandford Road. Clerk would write to Highways requesting action.
H Hutton asked when promised traffic calming measures would be in place - it was apparently due next year.
M Robson said that the litter blitz organised by the youth club on March 24 had been highly successful, 20 children and 5 adults had collected 10 full bags.

Items for agenda of next meeting  
M Hills would make a survey and schedule of work to trees needed in the Heyford Hill area.
Accounts and annual governance statement to be agreed and signed.
