SANDFORD ON THAMES PARISH COUNCIL


Minutes of the meeting of the Parish Council held Monday 4th February 2008 7.00pm in the village hall.

Present:    Dr N Northcott
Mr M Hills
Mr K Welch
Mrs I Reveco
Mr S Paine
In attendance,   Cllrs J Howell,     2 parishioners.

Apologies for absence  Ms M Robson,  Mrs H Hutton,  Cllr. P Tomlinson.

Approve and sign Minutes  prop S Paine,   sec. M Hills.

Matters arising
Fox Furlong report deferred until next time due to absence of M Robson. It was agreed to ask Berinsfield Community Business to tidy up shrubs beneath some trees there.

County Councillor's report
The OCC comm. charge rise would be held to 3.875% this year which was slightly better than last year.
A capital programme had been agreed, £25,000,000 to be spent mostly on libraries, day centres and fire stations.
He would investigate Orchard House position.

District Councillor's report
P Tomlinson was held up at another meeting but would be asked for her comments regarding planning permission on reports in the local paper referring to proposed wind turbines, proposals for Littlemore Old Hospital and Peers School. Had SODC been consulted? the parish council hadn't.
Also whether there was any further news re. waste collections etc.

Matters for consideration

dot Traffic calming: - there was no further to date. roundabout consultation was with Thames Valley Police.

dot Community policing - there had been further incidents of vandalism and Ken Cooney would be asked to attend a parish council meeting.

There was a discussion as to whether to hold a meeting in August and it was decided to see whether business would warrant it.

Matters raised
Repairs and replacements for vandalised items in Church Road rec. had been ordered. When the fencing had been replaced a prickly hedge would be planted along it in the next planting season.
Dog signs were in process of being reinstalled. They would be distributed more widely over play areas.
Litter bins - clerk had asked for replacements and some had arrived. More were needed - or possibly none as some of the existing ones were misused, eg. by people dumping a whole load of domestic waste or even bags full of bottles in them. This was illegal but difficult to enforce.
The condition of footpaths and roads continued bad as it did over all the county. People were asked to report potholes directly to OCC on 0845 310 1111.
The bus shelter by the Catherine Wheel was getting rickety. N Northcott would ask G Surman to see if anything could be done.

Items for agenda of next meeting
Invite community policeman.
Parish councillors to debate proposals for action in the village (re-visit Parish Plan).

Date of next meeting   Monday 3rd March 2008 at 7.00pm in the village hall.
