SANDFORD ON THAMES PARISH COUNCIL


Minutes of the meeting of the Parish Council held Monday 2th April 2007 7.00pm in the village hall.

Matters arising 
It was unanimously agreed to make a grant to the youth club to buy a new air hockey table and have a table tennis top made.

County Councillor's report
J Howell reported that P Ronald could attend a meeting on April 16 at 6.00pm.
He also reported that City Council's unitary bid had failed and that EIP had now drawn to a close. It would seem that whatever the results of that, Government would impose its wishes.

District Councillor's report
Unitary Authority Bid: Oxford City's bid which would have led to its establishment as an authority independent of Oxfordshire County Council has been rejected by the Government. This must be good news for communities such as Sandford which would be swamped by Oxfords plans to expand into the Green Belt across Grenoble Road.
An associated proposal would have seen The Vale and Sou1h Oxfordshire Districts combined into another Unitary body and leaders of both councils have expressed a regret which I certainly do not share. In my view it would have been extremely costly to set up the new body. The way forward must now be to continue to make SODC efficient and responsive in real terms, not merely to do well in the "numbers game"

Housing: Because of the enormous profits to be made the pressure for more development will continue and I shall continue to argue for restraint. The need for adequate affordable housing remains but I believe must not be met by sacrificing the important green spaces within our villages - Sandford is particularly at risk in this respect.
I also believe sensible Transport provision, rail as well as road, must be put in place before additional housing is acceptable anywhere in the County.

On a more local note I have been involved in the problems arising from the closure of Orchard House. There have been problems with vandalism which I have discussed with officers of the County Council. We have been promised patrols by a Security firm and I have suggested improvements to the gates and fences would be helpful.
I attended the AGM of the Park Homes Residents Association in the Village Hall on Monday 19th March. This was well attended and Paul Holland, from SODC Environmental Services team, dealt with member's questions. Many long outstanding problems remain but some progress has been achieved and a case conference involving several departments at SODC has been arranged. I shall continue to press for action.

This is my last report before the District Council Elections on 3rd May. I would like to thank your Clerk, your Chairman, and the members of the Council for their interest and assistance throughout my time as District Councillor.
I am standing for re-election and look forward to continuing as your representative in the years to come.

Matters for consideration

dot be held at the Old School because the hall was in use. He would explain the options available with costings. The meeting would report back to the Parish Council.
Options mandated by the Village Plan were:- mini roundabouts, Church and Henley Road junction, traffic calming between road bridge by hospital and Littlemore Brook bridge, possibility of cushions on straight stretches of Heyford Hill Lane and Church Road.

Matters raised
The vandalised youth shelter was irreparable. G Surman would be asked to build a replacement at a cost of approx. £150.
At the Kiln Park Residents Association annual meeting, H Hutton had stood down as chairperson but was still IPAS representative.
M Hills said that the bus shelter wall was peeling and needed some remedial action. N Northcott would ask G Surman.
The Village Hall AGM was scheduled for Monday 30th April at 8.00 pm.
