SANDFORD ON THAMES PARISH COUNCIL


Minutes of the meeting of the Parish Council held on Monday 5 July 2004 at 7.00pm in the Village Hall.

Matters arising
R Dix had replied to Clerk's letter regarding traffic calming/parking at Church Rd/Henley Rd junction; he was investigating sources of finance.
Keith Baker (parishioner) volunteered to make a schedule of number of 'No Dogs Please' signs for recreation grounds plus methods for fixing them.
With regard to Clerk's letter to SODC Environmental Health Dept about ongoing problems at Kiln Close, Mr Payne had replied. The reply did not promise any action and Clerk would make copies for H Hutton and Cllr Ann Tomline. H Hutton would try to get written information from individuals who had had electrical meters moved by an unqualified person so that SODC would be able to take some enforcement action.

County Councillor's report
J Howell had visited the Highways Depot with a list of complaints from all the parishes in his area. If we had further complaints he suggested that we report them to him as well as to the depot so that he could keep track. The pavement in Henley Rd was on the list but not head of the queue yet.
He had invited the Environment Agency to a meeting with the Parish Council to present their flood channel proposals but had not heard back yet.
He thanked the parish council for their response to SEERA.
Thanks to the response from parishes he had gained a seat for PAGE at the EIP to assess the appropriateness of the strategy.
He suggested that it might be a good idea to invite the CEO of the County, Richard Shaw to a meeting. He will arrange this.

District Councillor's report
J Simpson said he had been disturbed to be told that the leader of the Liberal Democrats on the City Council was alleged to have said that he was not against development in the Green Belt, particularly because the L.D.s had been solidly against when the Draft Structure Plan was being formulated.
He should have received a written report about progress on the Park Homes working group but he had nothing because it was not ready yet. The officers had agreed to supply some admin help. Clerk would send him a copy of J Payne's letter.

Matters for consideration
The Rock Farm and Recreation Ground Lease documents had been prepared for signing. They were signed by N Northcott and M Inston and witnessed by the Clerk. They would be returned to Hodsons solicitors plus a cheque for the outstanding rent owing on the recreation field. In respect of both the Leases the parish council will not be entitled to demand that a

new Lease be granted at the expiry of the present one. The new rent will be £868.00 per annum for the first 5 yrs review period and the lease will run from 25 December 2003.

Planning
P04/W0688 continued use of barn at Sandford Brake for storage & bagging:- no comment.
P01/W0568 1 River View amendments to approved scheme:- no comment.

Matters raised 
FPD Savills plus Magdalen College and Thames Water wanted to make a presentation to the parish councillors about their plans for development. The council had agreed to meet them for half an hour before the next parish council meeting which would be postponed until Monday 09 August because Clerk was not able to attend meeting arranged for 02 August.
N Northcott had received a letter from the Environment Agency supporting him in his complaints against noise from party steamers on the river.
M Hills said that 3 safety tiles in Broadhurst Gardens rec. were upside down. It was agreed to leave them until after safety inspection scheduled for July.
The Magdalen College owned strip of bank beside the pavement in Church Rd and adjacent to the Four Pillars had been cut but very badly.
