SANDFORD ON THAMES PARISH COUNCIL


Minutes of the meeting  of the Parish Council held on Monday 5th April 2004 at 7.00pm in the Village Hall.

In attendance:    Cllr J Howell,   Cllr J Stimson,   5 Parishioners

Matters arising
Donnington Hospital Trust had started fencing the land at the end of Heyford Hill Lane, they had been told about the gap on the A4074 opposite Sainsburys. They were aware of the dead Elms in the hedge opposite Orchard House.
Clerk to write to R Dix regretting the lack of action in traffic calming improvements and asking him to attend the next meeting (AGM) with explanations.
Residents of Broadhurst Gardens were pleased with the work carried out. G Surman would be asked to seed the bare areas.

District Councillor's report  
J Stimson was in agreement with the report made by J Howell and said that he was pleased that Conservatives and Liberals on SODC were united on the 1000 houses Green Belt issue. He was sorry there was not the same accord regarding the gravel extraction proposal. He re-iterated that the PC should remain geared up for possible EIP representation in the Autumn. Advice on what to do would be available if required from either him or John Howell.
A first meeting of the Mobile Homes Task Group had been held on 6 Feb, J Stimson had chaired it. There had been no admin support and he had given notice that he would resign if none was forthcoming. At the next meeting none was so he resigned. Emails had been sent in a format that he could not open and when he requested hard copy, none was sent. Clerk would write to Chief Exec. regretting this state of affairs and asking for an improvement.
The Chief Constable had attended a meeting at Crowmarsh and seemed optimistic - there were apparently about 200 extra police now in the district. J Stimson would keep up the pressure.

County Councillor's report  
J Howell said that the full Oxon CC council would be meeting on the next day (6 April) and advised that the second Draft Structure Plan would be presented. The Scrutiny Ctte had removed the reference to the Grenoble Rd housing from the Plan and he did not expect that full Council would reinstate it. However the examination in public would be held in the Autumn and developers might argue for its reinstatement at that time. Even if not then, he was quite sure it would return in the future.
Planning pressures are very great. He had been on the Bill Heine show on Radio Oxford and argued against a representative of the Board of Commerce.
Thanks were due to Elizabeth Gillespie of Marsh Baldon for her persistence in organizing opposition to the original proposals.

Matters for consideration

dot Rock Farm Lane land - no progress from Savills yet. Clerk would chase. M Inston proposed that a survey of green areas within the village be made and the ownership discovered.

Matters raised 
H Hutton reported that considerable harassment of Park Homes residents by the site owner was occurring since the action being taken over the model standards and threatening letters had been sent to some residents. This was only a report to keep the parish council informed because the residents were taking there own action.
The Clerk gave holiday dates for this year.
A letter had been received from a resident of Janaway complaining that some of the bushes adjacent to his front garden had been killed by people cutting through and they were crossing and wearing out his front lawn. Was it possible for the council to replant the border? The chairman said he did not think this was possible as it might set a precedent, he did not think we owned the land. It would be better for the resident to erect a fence.
N Northcott proposed, and it was unanimously resolved, to increase the annual contribution towards The Link to £500 for the next year.
