SANDFORD ON THAMES PARISH COUNCIL


Minutes of the meeting  of the Parish Council held on Monday 4th Jan 2004 at 7.00pm in the Village Hall.

In attendance:    6 Parishioners

Apologies for absence  Cllr J Stimson,   Mr M Norton,   P Egawhary.
Cllr R Tudor Hughes had sent a letter explaining that he was having to resign his position as County Councillor immediately due to a sudden recurrence of his cancer. The parish council was very sorry to hear this and expressed their good wishes for his recovery.

Matters arising
Report from Park Homes meeting -   there had been no response from SODC to letter sent by clerk following last meeting. J Stimson would be asked to report at next parish council meeting in February.
Green belt -   some positive responses had been received to preliminary invitation to a combined parishes meeting at Sandford. N Northcott and M Hills intended to go to the next Oxford Fringe Area Forum to be held at Forest Hill on Jan 20 and E Shatford also hoped to be able to attend and would ask the chairman to include the item to ascertain interest.

dot Traffic calming - update.   R Tudor Hughes had said that Brian Short of Highways would be removing the Kassam sign directing traffic through the village from the A4074 in the next few weeks.
P Egawhary was trying to arrange a meeting for Jan 12 between Kassam and Oxford City Council to discuss the expenditure of moneys allocated for traffic calming in Sandford at the time of planning permission for the stadium. It was not a reasonable position to say that disturbance would take place only two days a week and there was therefore no need to make changes to traffic flows in Sandford. R Tudor Hughes understood that there was about £60,000 allocated for Sandford.

dot Heyford Hill Lane area.   N Northcott congratulated L Laurence for her work in mobilizing public response to the proposal for a new roundabout and development behind the Littlemore Hospital. Both proposals had been withdrawn.
Green and Tidy were intending to start work this week on the phase two works.
There had been many complaints from residents in the area regarding the unsocial use of the Donnington Trust land and other areas in the village for riding loud scramble bikes. The problem was escalating with riders coming from other areas as well as locally. It was suggested that when the noise started residents should contact the police using the new number and email printed below and if necessary they should ring 999 as advised by our beat policeman. The clerk would write to police and Donnington Hospital Trust and ask them to plough up the land and repair fences.
There was a problem with litter as over the rest of the village and apart from paying someone which would cost a lot, the only solution would appear to be for residents to carry on clearing up mess themselves. SODC would not collect from bins unless they were situated right on the

1px highway. The two seats in the recreation ground still needed repair. N Northcott would contact G Surman.

Matters raised 
Parish Allowances Scheme:  Clerk had been unable to get additional copies of the large bundle of information and requirements about this due to the holiday but would attempt to get copies for all councillors before next meeting. It was felt that Sandford would not want any changes to the present position and the large quantity of bureaucracy and paper involved was regretted.
