SANDFORD ON THAMES PARISH COUNCIL
Minutes of the meeting of the Parish Council held on Monday 1st December 2003 at 7.00pm in the
Village Hall.

Matters arising
J Stimson was thanked for chairing the AGM of the Park Homes Residents
Association on Tuesday 25 November, which was attended by 4 Parish Councillors, Mr Lally and
Mr Payne of SODC and many Park Homes residents from Sandford and other sites. Many questions
had been put to the officers from the floor but no satisfactory answers received. J Stimson said that
Councillors had been shocked by the no enforcement of regulations that was occurring and said that
a task group of Members had been agreed by the scrutiny committee which would report back and
make recommendations. He suggested that the site owner should be asked to prepare a phased plan
to show how improvements would be made over the next 10 yrs so that everything was not left until
the last minute. It was expected that the task group would be in place by January and would report
back by the middle of 2004. The Clerk would write to the SODC Chief Exec. to reiterate concerns
and request a reconvened meeting next May at which the task group's report could be presented.
District Councillor's report
Apart from the Park Homes item, J Stimson reported that he had
attended the recent Fringe Area Forum where one of the agenda items was the proposed threat to
the Green Belt. Oxon County officers had received over 3,000 responses from the public which was
unprecedented. He still thought it was a good idea for Sandford to take the lead and invite other
interested local parish councils to form a combined parishes group to campaign. Clerk would sound
out contacts on other parishes.

Green belt - by invitation, John Howells of Warborough parish council spoke to the meeting
on behalf of the 9 Parishes Against Gravel Extraction group which had been set up to fight
the proposal to extract gravel from an enormous area of south Oxfordshire. They had put
together a substantial objection, mainly on these grounds:-
| | 1. | The area of extraction would be visible from a very area. |
| | 2. | The gravel extracted would not be needed in Oxfordshire |
| | 3. | The percentage of total gravel extraction was too great for south Oxfordshire |
| | 4. | The major impact of extra heavy haulage traffic on local roads. |
It was the last item which would particularly affect Sandford. So far SERA was ignoring
Oxfordshire's objections, the timetable for consultation had been extended and it was hoped
to petition in the new year.

The parish council agreed to consider taking part in the petition when it was ready and
would consider a donation towards costs later. |

Traffic calming - Peter Egawhary reported that a site meeting had been held early in
November attended by N Northcott and R Tudor Hughes at which the county council
proposal to paint traffic calming measures on the roads had been dismissed as being
inappropriate and too short lived. He had approached Mr Kassam about a contribution from
the stadium but was told that the benefit to Sandford of traffic calming would be greater than
the disturbance caused by matches. P.E. would pursue this through an approach to Oxford
City Council planning department who had imposed conditions on the stadium development
and carried out traffic measures in Littlemore and Blackbird Leys but not in Sandford. He
also suggested he would try and set up a meeting between Mr Kassam and the County Council.
The Clerk would write to Adrian Duffield at the County Council regarding the highways signs on
the A4074 and ask for them to be removed or covered over if they were not legally constituted. It
would be preferable for stadium traffic to be directed up to the Heyford Hill roundabout and then
back rather than through the village. |

Rock Farm project - Clerk would investigate taking up the lease on this land from Magdalen College via Savills |

Set Budget - The draft budget for 2004 - 2005 was discussed and figures unanimously agreed (appended) |

Village appraisal - The Countryside Commission had agreed that a grant would be
forthcoming and the amount was being negotiated. It was intended to produce a draft
version by next May for discussion. |

Matters raised
M Hills said that the bus stop at the top end of Henley Road could not be creosoted
at present because a fence was leaning on it behind so access was not possible. Clerk would contact
owners of fence and ask them to repair it. Also the capping on the bridge by the brook was broken
and tipped down the bank. Clerk would contact Highways.
