SANDFORD ON THAMES PARISH COUNCIL


Minutes of the meeting  of the Parish Council held on Monday 3rd November 2003 at 7.00pm in the Village Hall.

In attendance:    4 parishioners.

Apologies for absence  Cllr J Stimson,   E Shatford (clerk).

Matters arising 
Park Homes problems - a meeting had been called by the parish council to include parish, SODC officers and Park Homes residents. J Stimson would be invited to chair the meeting and Mr Cooper would be invited to attend. The village hall had been booked for Tuesday 25th November at 7.30pm to precede Park Homes annual meeting. The meeting was to try to obtain a resolution of the persistent and unresolved problems which the parish council thought had been going on for far too long. Nigel apologized that he would not be able to attend the meeting due to work commitments.

dot Broadhurst Gardens trees phase 2. Clerk had obtained a quotation from Green and Tidy and had instructed them to carry out the works and to include removing the plastic and metal construction which had been erected.

dot Green Belt - The meeting between SODC councillors and parish councils did not happen.
The chairman had written and received an encouraging reply from our MP.
Delivery of the forms and letters throughout the village had occurred. Councillors were reminded to fill in their forms, also regarding the proposal for a new roundabout on the A4074.

dot Village appraisal - M Hills requested and it was agreed to allow a sum of £500 to help with this.
A further sum should be put in the budget for next year.

dot Discuss Budget for 2004 - 2005   The burial ground expenditure was paid to the church towards defraying the costs of maintaining the burial ground which is a parish council responsibility. The grasscutting reimbursement was from Oxon CC in repayment for our contractors cutting highway verges for them.

dot Traffic calming - There has been a meeting with Roy Tudor Hughes and Ralph Green of Highways with N Northcott regarding the improvement to the junction to Henley and Church Rds. N Northcott rejected the offer to paint an island and 30mph signs as traffic calming and it was agreed that RTH would contact the Director of Environment for OCC to request action on Science Park moneys and Kassam moneys to create mini roundabout and pinch point narrowing at Church Rd junction.
He was asked to raise lack of pavements and drop kerbs and Peter would be asked to attend the next meeting to report back.

Planning   There were no items for consideration.

Sandford sign still crooked.
Kissing gate still not there.
There is a seat missing in Broadhurst Gardens.
The goal post is leaning in Church Rd rec.
Geoff Surman to be asked to fix.
Parish council should arrange to have ditch cleared biannually.
