SANDFORD ON THAMES PARISH COUNCIL


Minutes of the meeting  of the Parish Council held on Monday 6th October 2003 at 7.00pm in the Village Hall.

Kissing gate had been paid for and waited installation by Oxon CC.

District Councillor's report 
J Stimson reported on a meeting at SODC at which H Hutton and some of the residents committee. had made a very successful presentation. It was hoped to set up a task group, hopefully to be ratified at a meeting of the Scrutiny Committee. on 15 Oct. There was now an element of harassment occurring on the Park Homes site by the owner mainly aimed at the more vulnerable residents. Clerk would write to CEO offering support of parish council to residents and protesting at the treatment they were receiving.
J Stimson also regretted SODC's poor performance at enforcing planning regulations and hoped to be able to do something about it.
The rest of his report was included in the item relating to the Green Belt.

County Councillor's report 
Apart from fighting for a lessening of the gravel extraction requirements imposed by Central Government on the County especially relating to the Berinsfield area, R Tudor Hughes report formed part of the Green Belt discussion.
N Northcott expressed the concern of the parish council regarding the disruption to village life caused by the recent home match at the Kassam Stadium which hadn't even been a full capacity crowd. The measures taken to date were ineffective. Apart from the stadium he was concerned that if the 1,000 houses etc. south of Grenoble Rd became a reality how would the huge increases in traffic be accommodated, especially on the Watlington Rd which already struggled as did all approaches to the City and the ring road?
R Tudor Hughes said he would talk to the Leader of the City Council and see if anything could be done to hasten the provision of the 700 agreed parking spaces at the stadium. Also Control Plus was not doing an adequate job of enforcement.
R Tudor Hughes suggested that P Egawhary be asked to arrange a meeting with him and parish council representatives to walk the site and view the problem areas.

  us and which was still causing huge problems in regard to traffic. We were also being bombarded with other applications by the Donnington Hospital Trust for two large sites within the village envelope and now for a new roundabout which was obviously placed to enable access to one of these sites. He suspected that various authorities and agencies were in cahoots and he asked is it worth protesting?
J Stimson said he couldn't comment about anyone being in cahoots but he also is concerned about the impact of the Kassam Stadium and in hindsight thinks maybe SODC could have done more. The officers at SODC had scrutinised the Draft Deposit Structure Plan and thought that in the context of the document as a whole the relevant paragraph H1 was an aberration and last minute addition. SODC was in total opposition to any breach of the Green Belt and would vigorously oppose the Donnington Hospital Trust applications as well as the Structure Plan proposal.

J Stimson and R Tudor Hughes thought it was certainly worth fighting.

The information for comments to be made about the Structure Plan was now posted on the SODC web site with a downloadable form for objections.

J Stimson thought it would be beneficial if a wider approach to objection be taken apart from individuals. For instance as well as a formal response from the parish council, he thought it would be useful to form a group of the local parishes involved i.e. Nuneham Courtney, The Baldons, Garsington, Horspath to make a united response. Nuneham Courtney's meeting was to be held next week and maybe someone from Sandford might attend. He would notify clerk of time and place.
He suggested he would contact Ann Tomlin of Garsington who was also a District Councillor, as well as useful people from the district council and N Northcott would invite them and representatives of the affected parishes to a meeting in the village hall as soon as possible in order that a united response could be formulated.

R Tudor Hughes said that the Draft Plan was obviously too site specific in the case of the H1 clause and it had been inserted as a spur of the moment matter following up to two years of preparatory work on the plan. He had only 24 hrs notice of the amendment. He said that members were anxious to remove 1,000 houses from the original Bicester provision but would probably be happy to accept an alternative placement for them. 37 had voted for the plan as it stood and 22 against but this could change and he thought that if representations were made and an alternative to Grenoble Rd found then he thought that the vote could change when the consultation comments were collated. He could see 3 alternatives:
1. SODC will find space for 1,000 houses elsewhere
2. Propose that 1,000 houses be put back to Structure Plan working party, this would involve delay.
3. A new specific location could be found outside SODC, this would cause trouble with other districts.
R Tudor Hughes was reasonably optimistic that a solution could be found.

It was agreed that 1,000 copies of the downloaded SODC comments be distributed throughout the village plus a copy of a blank form with a note written by the clerk suggesting what could be done.

dot Village appraisal - following the initial meeting, a very successful public meeting had been held attended by about 70 residents representing all the different areas of the village. From that had come 36 volunteers and at a subsequent meeting 24 people had come to form a working group from whom about 9 would form a steering group. N Northcott congratulated M Hills on the very successful progress so far, he hoped the momentum could be kept up and wished it to be recorded that the parish council unanimously offered all possible support.

dot Church Rd recreation ground - a complaint had been received from a Church Rd resident about groups of young people congregating noisily on the recreation ground and partying until the small hours. They were not thought to be local and they left an unpleasant detritus of cans, bottles, used condoms and other substances. This had not been widely noticed

   thanks to public spirited local people who had cleaned up the mess. The affected disturbed residents had been unable to contact the police and were told that as reported last month, the beat officer had recommended dialing 999 if an infringement of the law was thought to be occurring.
It was hoped that this nuisance would stop now that colder weather was here

Planning    - P03/W0844 New roundabout on A4074. PC unanimously agreed to oppose this proposal. The letter to residents and appended comments letter addressed to SODC and Oxford City Council by Lyn Laurence and David Pritchard had been copied to parish councillors and were welcomed. It was hoped that many people would respond.

Clerk reported that the 2002/2003 audit was now complete and the Annual Return was approved and accepted by Council.

Clerk to ask G Surman to paint preservative on bus shelter and to repair the seat on Church Rd rec.
Also to ask Highways re progress on repair of Henley Rd pavement up to Brick Kiln Lane
