SANDFORD ON THAMES PARISH COUNCIL


Minutes of the meeting  of the Parish Council held on Monday 9th June 2003 at 7.00pm in the Village Hall.

Present:    Dr N Northcott

In attendance:    Cllr J Stimson,   5 parishioners

Apologies for absence  Cllr R Tudor Hughes.

Matters arising
N Northcott had received a letter from R Tudor Hughes re. possibility of Magdalen College developing land to South of Science Park.
Kissing gates and notice board for Heyford Hill Lane had been ordered.

District Councillor's report
J Stimson reported that standing orders regarding the make up of Planning Committee had been revoked and now there was just one enormous committee; All members had to attend site visits throughout the District which was very time consuming and expensive. It was an alleged progress but actually slowed things down. He was pushing for a reconsidering.
At the Cabinet meeting he raised the matter of the defunct police liaison committee. Apparently now the police would have power to choose members of the proposed new committee. He had asked the Chief Executive to protest to the police.
He had met Mr Lally to discuss action on the Park Homes site and Mr Lally was to return with changes to the licence conditions to enforce phased changes to spacings to help residents. At present this was not happening.
At the Local Plan task group meeting there was a proposal tabled for the sewage farm site to extend boundaries for operational development. He would welcome any comments from anyone with local knowledge.
He had received many letters from local residents opposing any change to the Green Belt designation and would attempt to make contact with a speaker from the CPRE to talk to a parish council meeting.
In reply to a question from the floor about the intention of Brookes University to sell their residential accommodation in Heyford Hill Lane he said that they would not be allowed to extend any use beyond what was there at present.

Matters for consideration

dot Broadhurst Gardens recreation ground - the landscape was much improved. The contractor would be contacted later in the year to complete the work when a specification for necessary work had been made. The contractor had put in a bill and it was agreed to pay it. Clerk would find a contractor to carry out the maintenance work and repairs to the playground equipment.

dot Traffic matters - Peter Egawhary had reported to N Northcott that matters were proceeding with the legal side of traffic control. A bid for a minor works traffic scheme to Henley Rd at the junction with Church Rd. had been passed. N Northcott would suggest he came to the next meeting to report.

dot Jubilee garden - H Hutton would arrange for a contractor to take a look at the old lock stones which were being donated to assess the feasibility of moving them. M Norton would

take a photograph of a village sign arrangement he had admired and bring it to the next meeting.
dot Village hall - patio area. The parish council agreed in principle with the proposal of the VHMC to improve the patio area at the rear of the hall and awaited details and costings.

Clerk to ask G Surman to recover youth shelter roof.
H Hutton was to attend a meeting with Mr Lally and Mr Payne to complain about there lack of enforcement activity on the Park Home site.
M Hills said that trees by Orchard House were interfering with the lamp post. Clerk would write to Estates management at Littlemore Health Care Trust and ask them to trim the trees, also to review their rubbish arrangements when putting out sacks from the care homes.
Clerk would contact Records Office with a view to archiving of old minute books.
Clerk would ask for a plea in the Link for another parish councillor to make up numbers and also for anyone with cartographic skills to draw a village map.
Clerk would order another print run of the village history leaflet.
