SANDFORD ON THAMES PARISH COUNCIL


Minutes of the meeting  of the Parish Council held on Monday 2nd December 2002 at 7.00pm in the Village Hall.

Matters arising   There were none

Matters for consideration

dot Broadhurst Gardens recreation ground - resident's committee had yet to meet.
M Inston proposed that necessary tree lopping be carried out prior to agreeing plans as a maintenance item. M Norton also proposed that willows be pollarded at the same time to let in more light and air to the area. These proposals were agreed and should be carried out during the winter season. A sum would be set aside in next year's budget for equipment and works to the area.

dot Traffic matters - no more news and no replies to previous correspondence. N Northcott had received by hand preliminary notices from City Council showing proposed changes to parking areas in Grenoble road / Minchery Farm area but nothing for Sandford. Clerk would write to Peter Egawhary with copies to R Tudor Hughes, J Stimson, D Young and R Dix asking why there were no proposals for Sandford and requesting reply before end of December 2002

dot Maintenance items - some small items of complaint had been received from members of the public
 *  Boundary fence at village hall was broken and a 'rat run' made by bicycles crossed into car park across the ditch behind the bus shelter. M Inston said that the fence had been removed to aid in ditch clearance.
 *  The bus shelter was leaning towards the road. Clerk would inspect with a carpenter and see if repair was possible. A sum would be put in the budget and a re- examination take place in 6 months
 *  The stone steps at the kissing gate were not easy to negotiate in some weather conditions and the footpath to Henley Rd was narrow at that point. M Norton said that they were old and historic steps. Clerk had previously written to County Footpath's officer asking whether anything could be done but received no reply.
 *  Playground maintenance items should be carried out in accordance with RoSPA recommendations. Clerk would pass on some information regarding surfacing etc to M D'Arcy

dot Clerks salary 2002 / 2003 national award. This had now been published and it was agreed to increase the clerk's salary in accordance with the national guidelines.

dot Budget 2003 / 2004 (appended) It was proposed by N Northcott and seconded by M Norton that the budget proposals as set out be adopted with the addition of £5,000 being

dot set aside for a replacement bus shelter and £10,000 for repairs, landscaping and new items of playground equipment. The precept would be held at £9,000
dot Jubilee garden and sign. The landscape gardener who had agreed to price the work had been too busy to look at it yet. It was agreed to attempt to agree a design and costing before the January meeting.

For information
H Hutton had attended a meeting regarding Park Homes which had been very helpful and positive. SODC were intending to produce a new survey before Christmas.
Clerk to write to social services complaining that parish council had been given no notice of recently held meeting regarding the future of Orchard House.
Clerk to write to Environment Agency complaining of lack of lighting at the lock.
N Northcott asked whether anyone present was interested in being co-opted as a parish councillor until the elections next year because J Smithson was finding it difficult to attend meetings. M Hills said he would think about it and contact the clerk if he was interested.
A question was raised by a parishioner regarding the danger to children of spikes on the Church Rd recreation ground fence and it was agreed that G Surman would be asked whether he would be able to grind off spikes near the tree, also trim overhanging branches and repair a bench.
