SANDFORD ON THAMES PARISH COUNCIL
Minutes of the meeting of the Parish Council held on Monday 7th October 2002 at 7.00pm in the
Village Hall.

Parishioners questions
N Northcott explained that correct council procedure was for items of
concern to parishioners to be notified to a councillor prior to a meeting with sufficient notice for
them to be relayed to the clerk for inclusion on the agenda. In the interests of good relations he
proposed to allow a discussion before the main meeting but after District Councillor's report as J
Stimson had another meeting to attend.
District Councillor's report
J Stimson introduced himself to the parishioners present. He
reported that he intended to attend a meeting of I.P.A.S. (the park homes association) to be held in
the village hall this Friday. The new planning regulations to be applied to small properties which
he had mentioned before were to be held and the policy suspended pending further consultation.
The problem regarding staff conditions was still ongoing and there was still a possibility that
senior staff would leave. At the recent police liaison committee he had noted that there had been
no police attendance at parish council meetings in his parishes and he would press for this to
occur. The problem of abandoned cars should be helped soon by new police powers to impound
after only 2 days. He stated that he had been critical of the new system of rule by 'cabinet' but had
thought it might be better to work from inside rather than outside and so was standing in the next
election for cabinet.
He asked whether parishioners had any questions. There were none.
Parishioners questions
Following the report re. Broadhurst Gardens recreation area at the last
meeting, N Northcott had distributed the diagram indicating proposals for the area to local
residents. Specific complaints were - 1. no consultation, 2. shelter will encourage 'incoming
youth' from Littlemore, Rosehill etc., the area where it was proposed was very dark and hidden -
couldn't it go on piece of ground at beginning of Heyford Hill Lane. 3. football goalposts would
endanger children by encouraging them to climb into Thames Water compound to reclaim balls,
4. football goalposts were unnecessary because children put down coats and things, 5. by putting in
a pair of goals the area would be 'deemed' to be a football pitch and would inhibit other use,
7. children already played happily and did not want any more facilities, 8. intimidation of local
children by incomers, 9. much litter - cans bottles, signs of drug use.
N Northcott pointed out that informal consultation had occurred some time ago and that youth
shelters were a recommendation of the police to give teenagers somewhere to go. Residents had
complained when young people hung around in the public areas near their houses. If there was
already a problem with incoming youth a shelter had not caused it because it was not yet there.
The football goals at Fox Furlong had caused some agitation before they were put in but had
subsequently proved successful. He suggested that if local children and residents were being
intimidated by incomers then the police be contacted.

The rubbish reported to the parish council when some tree and brush clearance was started was
not tins, bottles etc. but deliberately discarded household and garden waste which over the years
had encroached on the recreation area preventing mowing and allowing nettles to grow. By this
the available recreation area had been much reduced.
N Northcott proposed that the police be invited to the next parish council meeting and that the
same parishioners attend and voice their concerns there. He also agreed that the plans would be
held in abeyance for the time being and that the residents could agree an alternative plan for the
enhancement of the area which the council would consider.
Matters arising from the minutes
regarding the parking/traffic calming measures, N Northcott
had corresponded with R Tudor Hughes and R Dix by email and discovered that there had been
little progress, apparently City Council did not think it would get any money out of Kassam to pay
for any measures. This seemed very feeble and not a sufficient excuse for Sandford residents to
suffer. He had then received a letter and plans from P Egawhary which was a copy to be sent to
affected residents regarding proposed on street parking restrictions. Clerk to write to P Egawhary
noting this and requesting that Oxford Park Homes be added also pressing for traffic calming
measures a mini roundabout and changes to the Church Rd junction for safety.
Clerk had met a surveyor from the County Council at 47 Henley Rd and he had agreed that the
pavement was in a dangerous state, also that adjacent to no 45 and other areas. The two dangerous
areas would be repaired immediately and the whole stretch of pavement up to Brick Kiln Lane
junction would be put on a list for re-surfacing as soon as funds allowed. The surveyor pointed
out other pavement crossings where heavy vehicles probably engaged in delivering building
materials had compressed and damaged the surface. Also areas of sand and gravel coming from
houses where building works were in progress. Apart from being dangerous this material washed
into the surface water drains, blocking them and causing floods at times of heavy rainfall.
Matters for consideration

Freedom of information act 2000 - (documents previously distributed) Clerk had
consulted hon auditor N McKisack. It was agreed that parish council should sign the
declaration form and adopt the core model only. M Inston said that the council should take
risk assessment very seriously especially in relation to the children's play equipment. For
instance the swings etc really needed an informal check monthly as well as the annual
RoSPA inspection. M D'Arcy was compiling a list of recommendations from the recent
inspection, they would be put on the agenda for the next meeting. It was suggested that
notices be posted and a notice be put in the next Link asking members of the public to
report any faults that they noticed. The possibility of employing someone to do this and
odd jobs around the village was discussed but it had not been possible to find anyone
willing to do a few hours for the village hall in a similar capacity. |

Jubilee garden and sign - G Surman would be asked if he could arrange for the sign to be
put up before the next meeting. The cards and postcards from the designs for the sign had
been printed and would be offered to village organisations at cost price for them to sell.
M D'Arcy knew someone who would be prepared to give an estimate for the construction
works at the proposed garden. Clerk would liaise with him and provide a specification. |

For information
Clerk would write to Four Pillars asking them to repair the styles at each
end of the footpath crossing their land. Style near the church wall was probably down to footpaths
division of County Council to repair. Clerk would check.
It was reported that a railing by the brook on the Henley Rd was broken. Clerk would report this
to highways.
Vehicles had been seen parking on the verge outside 40 Church Rd.
H Hutton said that motor bikes were again a problem, racing up and down Grenoble Rd. It was
suggested that she raise this at the meeting when the police attended. She invited the parish
council members to the annual meeting of IPAS to be held between 11.00am and 4.00pm on
Friday. Refreshments would be available. If the weather was dry enough it would be permissible
for any overflow parking to use the recreation ground.
Miss J Ford reported that following the recent heavy downpour and subsequent flooding of
properties she had been asked to compile a report to OCC This she had done and said that much
of the trouble was caused by blocked / inadequate surface water drains. Clerk would write to the
drainage department asking for 3 monthly clearance rather than annual which was inadequate.
N Northcott was thanked for his article in the recent Link concerning bonfires.
The VHMC was implementing new booking conditions to avoid nuisance and noise from the
village hall but it was not always possible to exercise total control.
