Minutes of the meeting of the Parish Council held on Monday 13th May 2002 at 7.00pm in the
Village Hall.

Election of Chairperson Dr N Northcott agreed to stand and was unanimously re-elected

Annual parish meeting - this was to follow on from this meeting so N Northcott requested
that any other items of business not on the agenda be deferred to June meeting. |

Traffic - N Northcott had received an evaluation of junction proposals from County
Highways, Richard Dix. He had put forward 3 proposals for the Brick Kiln Lane / Henley
Rd junction:-
1. Change of junction priority markings on the road - £3,000
2. A mini roundabout - £30,000
3. Traffic lights - £150,000
After discussion the parish council decided to opt for option 2. The clerk would write to R
Dix stating this and asking that consideration be given to possible access problems for nos
71 and 73 Henley Rd and also Lynnwood.
N Northcott said that regarding buses, he had been in dialogue with S Usher who had been
discussing the poor provision of buses to the village with a representative of Thames
Travel. The issues raised had been raised before with the support of county councillor R
Tudor Hughes and when changes had been made they had not proved economical to the
bus company due to poor support from travellers. Clerk would write to endorse S Usher's
letter. |

Jubilee sign and garden N Northcott produced sketches he had obtained of possible
designs for the sign. They were declared excellent and would be put to the parish meeting
following to make a decision on which two to have. They were all so good that it was
resolved to find out if permission would be given to make postcards of them for
distribution in the village. N Northcott asked if anyone knew where time capsules could be
obtained. M Inston had seen them once in a shop in Oxford and was asked if he could
check whether this was still so. N Northcott had enquired and received a quotation from a
contractor advertising in the Oxford Times re landscaping. Clerk would send out brief
specification of works to this contractor and two others to get competitive quotes. |

OCC Speedwatch campaign - Following an appearance of 'SID' in Sandford, 500 copies
of a leaflet relating to the speedwatch campaign had been sent to the clerk for distribution.
H Hutton offered to distribute them on the Park Homes site and N Northcott would
arrange the rest. |

For information
A sign post advertising a footpath had gone up at Heyford Hill Lane. Clerk would write to
footpaths officer requesting approval for f.p. across pumping station land previously agreed by
Thames Water.
A bill had finally been received for the works at the Kings Arms / Lock footbridge. This would be
paid but clerk would include a provision that ongoing responsibility could not be accepted by the
parish council in view of the poor workmanship shown in the repairs.
Litter bins - Clerk would contact SODC regarding replacements, additions - 6 more tub-type bins
were wanted.
