SANDFORD ON THAMES PARISH COUNCIL


Minutes of the meeting  of the Parish Council held on Monday 7th January 2002 at 7.00pm in the Village Hall.

Matters arising   - not covered in the agenda. There were none.

Matters for consideration

dot New parish councillor - nobody had come forward, it was agreed to advertise in the Link.

dot Traffic - progress report. N Northcott reported that there had been no progress on the problems caused by the stadium parking. On Boxing Day the situation had been very bad with no control of parking on the roads and verges. Pedestrians were forced into the roadway.
After some debate it was resolved that the clerk write to both councillors, the highways department and the Chief Executive of Oxford City Council expressing this council's extreme dissatisfaction and requesting that they jointly attend a meeting in the parish to answer questions.

dot Sign and garden - progress report. Scottish & Newcastle brewery had not replied to clerk's letter re termination of lease for sign and had not sent requested details for the return of the £200 they had credited to parish councils' account despite the required notice having been given over a year ago.
The parish council proposed that G Surman be requested to remove the swinging part of the sign and also be asked to prepare a plan for a simple landscaping involving the 3 large stones from the old lock donated by Mrs Love. A design for a new swinging sign identifying the village would be prepared.

dot History guide - a sub committee consisting of J Smithson, M Norton and the clerk was convened for preparing further proposals in response to comments received on the first draft. Re-writing to be tackled for next meeting and layout to follow.

dot DTLR / OALC re adoption of new code of conduct - no action to be taken at present

dot DEFR consultation paper on quality parish and town councils - comments. None received, no further action to be taken at present.

dot Homezone - clerk to put forward a proposal for the straight stretch of Heyford Hill Lane.

For information / other items
N Northcott produced SODC refuse disposal notice he had found in VH car park relating to abandoned car. No action had been taken by SODC despite 7 days being given as the period of notice. Clerk to send notice back to SODC requesting action.
Fly tipping - the rubbish (two loads) had been removed and G Surman had found envelopes with addresses on amongst it. Clerk to send to Environmental services at OCC and request them to take action against the addressee on the envelope.
Squatters at the wharf - N Northcott had written to T Brown the enforcement officer regarding this and had received a reply saying the matter was being investigated.
J Smithson complained of the excessive number (21) and sound of the aerial firework display held at the Four Pillars on new year's eve. She was writing to the hotel and clerk would write on behalf of the parish council.
