"The Parish Council continue its endeavours to get the County Council, to obtain or
allocate funds, to deliver the following:"
| a) |
Football traffic arriving northbound on the A4074 directed to the Sainsbury's
roundabout and then south rather than, as now, via the bottom end of Henley Road
and into Brick Kiln Lane. |
 |
|
Unfortunately it proved that the existing signage is very unlikely to be altered.
The approved direct route in and out of the stadium will not be change in the foreseeable future,
due to the extra traffic likely to be introduced on to the already busy roundabout by Sainsburys. |
| |
| b) |
Mini roundabouts at Heyford Hill Lane, Church Road & Brick Kiln Lane. |
| This work was eventually started at Brick Kiln Lane in late November 2008,
however it proved that only work on this junction would be covered by the funds available. |
| |
| c) |
Adjustments to alignment of Church Road / Henley Road junction. |
| This was initially completed in July 2007
by building out the pavement to make the corner in to a proper bend.
Then later after several requests, a minor realignment of the road markings
was completed, in November 2008, to improve the sight lines. |
| |
| d) |
Lower Henley Road (from Church Road to A4074) narrowed by parking bays. |
| This option did not prove practicable for engineering reasons,
but a flashing speed sign & a new mini-roundabout was thought to be more feasible,
and is now the current option. |
| |
| e) |
Re-introduction of vehicle weight limit signs along Grenoble Road. |
| The Grenoble Road could not be designated with a weight restriction,
but new 7.5T weight limit signs on the Brick Kiln Lane section appeared in August 2008 |
| |
| f) |
Deeper bus bays at Brick Kiln Lane and Grenoble Road roundabout. |
| The current layout for the Park Homes bus stop was deemed adequate.
However a new hard standing at the bus stop and a new foot path was completed in October 2008. |
| |
| g) |
Improved lighting to junctions, including beneath underpass bridge [A4074]. |
| The current lighting scheme is currently deemed adequate along Brick Kiln Lane,
and no urgent upgrade is planned, however some improvement will gained
with lighting for the new mini-roundabout and the speed cushions. |
| |
| h) |
New tarmac on Henley Road / Sandford Road / Church Road. |
| A section of the Henley Road by the A4074 was resurfaced in 2007
and a bad patch along Church Road was renewed in late September 2008.
Interestingly it has become apparent that many pot holes in the village
are now repaired more frequently than previously. |
| |
| i) |
Raised pedestrian crossings near to bus stops. |
| The preferred engineering option in our situation
is to have speed cushions (due 2010),
rather than pedestrian crossings, which have not been proved to be necessary. |
| |
| j) |
Alternating priorities between Orchard House and Four Pillars Hotel. |
| Again, the preferred engineering option in our situation
is to have speed cushions (due 2010), rather than a chicane system. |
| |
| k) |
30 mph signs painted onto road surface. |
| This was completed (by the A4074 entrance to the village) in October 2007. |
| |
| l) |
Church Road pavement re-laid. |
| This is an on-going action point with the Parish Council,
but we seem to remain quite low down on the highways priority list. |
| |
| m) |
Mirror at the junction of Broadhurst Gardens and Heyford Hill Lane. |
| Unfortunately, highways inform us that
mirrors are no longer considered a safe option. |
- - NOTES - 2005 - -
Along with the Parish Council the Appraisal Group are pressing Oxfordshire County Council for improvements.
In 2005 a copy of the above section of the Parish Plan has been passed on to Mr Dix,
(then the County Council's head of Transport) who's department covers this area, for a formal response.
A copy of the last two traffic surveys taken in the village
in August 2002 and November 2002 has been made available to us.
This contains eight pages of tables and lots and lots of numbers
from the two different survey points on the Henley Road recorded over seven days.
Though taken a while ago the data gathered gives an interesting reference,
some graphs generated from the data tables are available on the traffic stats page.
Our County Councillor, John Howell who has been actively supporting the village over our campaign on traffic issues,
reported to the Parish Council in June that some funding had become available
to finance some traffic management in the village.
Several villagers attended the July Parish Council meeting
to discuss various traffic problems in the village.
Mr Dix attended the August Parish Council meeting
to comment on possible traffic measures in the village.
John Howell informed the November Parish Council Meeting that
further funds had been found for traffic management in the village.
Quite what this could actually pay for remains to be seen.
- - NOTES - 2006 - -
In April it was reported that the new traffic engineer,
Peter Ronald, was now actively looking after traffic calming for the village,
and work was hoped to start in the near future.
In June it was reported that the
new 're-alignment' of the Church Road junction would be starting soon.
Peter Ronald (Oxford County Council highways engineer) attended the
November meeting to discus traffic calming measures.
Details of the December 2006 traffic survey became available.
- - NOTES - 2007 - -
A meeting with P Ronald May who said the last traffic survey
did not show continuous speeding problems, but he made several suggestions as to flashing speed signs and speed cushions.
Also further improvements to the newly altered Church Road junction layout,
and changes to the Brick Kiln junction were also discussed.
 |
|
It was noted in October
that a large red 30 painted on the road at the entrance to the village from the A4074. |
A report from P Ronald December had identified funds left for
two flashing speed signs, a new mini-roundabout and some road marking.
There was also further funds for the proposed speed cushions.
- - NOTES - 2008 - -
A new hard standing area for the Park Homes bus stop had been provided during March.
 |
|
The first speed sign was installed April by Orchard House
and the second during July, at the entrance to the village from the A4074. |
|
 |
New 7.5T weight limit signs appeared on Brick Kiln Lane during August. |
|
 |
 |
|
Improvement work to the road drainage by the Kings Arms car park
and resurfacing of a section of Church Road occurred during October. |
|
 |
 |
|
Also in October a new foot path from the new Park Homes bus stop was constructed,
after a long champagne by the residents association. |
|
 |
A minor realignment to improve the sight lines at the Church Road junction in November.
|
|
 |
 |
|
Also new work commenced on the new mini-roundabout at the junction with Brick Kiln Lane at the end of November.
Coincidentally this was after the matter was raised
at the SODC Town & Parish Council Forum earlier in the month. |
